Gentlemen
Other than the already dangerous left turn on to Palomar that will become blind by the current plan, my
primary concern about this project is that it will attract increased tagging. Exposed, easily accessible stucco
walls will become a 1380 foot long canvas for current and future taggers. The city of Lake Elsinore currently
subsidizes graffiti removal on private property. How much will this project burden the city in terms of labor
and material costs?
If this project goes forward, the exterior walls need to be protected in such a way that taggers are deterred
The neighboring Serenity and Madison neighborhoods, off of Palomar, are continually and increasingly
being victimized by taggers. My household alone makes an average of 3 to 4 calls to Public Works and/or
the Parks Department to request graffiti removal. I contacted the city for local graffiti stats but that type of
information is currently not available. Serenity Park which shares a property line with the proposed site is a
magnet for bored teens looking for any surface to make their mark and I believe that 1380 feet of mostly
exposed stucco will be very inviting.
The attached photo is located .5 miles from the proposed project, in the city limits at 31951 Corydon. This
wall was clean on 1/7/09 and this is what it looked like seven days later. The chainlink fence which encloses
the adjacent vacant lot is not a deterrent. In fact, two planes and two trailers were finally removed after
having been tagged twice! Just two lots over from the proposed site, taggers marked a building currently
under construction as soon as the front precasts were erected. This site is also fenced.
In closing, I strongly urge you to deny this project as recommended by the Planning Department.
