PROJECT REQUEST
The applicant is requesting a Uniform Sign Program to amend a previously approved
Uniform Sign Program (USP No. 2008 -01) in association with the existing Canyon Plaza
Professional Offices development. The subject property is located at 31577 Canyon
Estates Drive (APN: 363- 670 -009). The project site is located within the Neighborhood
Commercial (C -1 /SP) zoning district of the Canyon Creek "SummerhiPl" Specific Plan and
has a General Plan land use designation of Canyon Creek "SummerhilP' Specific Plan.
Project review is pursuant to Chapter 17.94 (Signs- Advertising Structures) of the Lake
Elsinore Municipal Code.

BACKGROUND
On April 1, 2008, the Planning Commission adopted Uniform Sign Program No. 2008 -01
for the Canyon Plaza Professional Office Building development. The office building can
accommodate a maximum of fourteen (14) office and /or retail suites. However, to date
none of the suites has been occupied and no signage has been placed on the building.
The applicant and new property owner are now requesting to amend the previously
approved sign program so as to allow for different and in some cases larger signage in
different locations to achieve better visibility. In keeping with the original sign program
document, no freestanding signage is proposed onsite.
PROJECT DESCRIPTION
The following description outlines the differences between the existing sign program and
the proposed amended sign program:
East Building Elevation
Existing allowed signage:

Two signs maximum. Fourteen (14) square foot maximum.
Second floorwall mounted halo illuminated center identification sign located
above arch element in center of elevation. One sign. Twenty -Four (24)
square foot maximum.
Proposed Allowed Signage:
First floor non - illuminated wall mounted channel letter signs located on
exterior colonnade wall. One sign per tenant. Twenty (20) square foot
maximum.
First floor blade signs hung from colonnade ceiling. One sign per tenant.
Three and one half (3' -6 ") square foot maximum.
Second floor canvas sign panels attached to canvas awning. One sign per
tenant. Eight (8) square foot maximum.
Second floor middle tenant sign mounted on crossbar below arch element.
One sign. Eight (8) square foot maximum.
Second floor blade signs hung from bottom of canvas canopy. One sign per
tenant. Three and one half (3' -6 ") square foot maximum.
• Wall mounted second floor halo illuminated center identification sign hung in

Proposed allowed signage:
Second floor illuminated major tenant channel letter signs located on each
end of building elevation. Two signs maximum. Sixty (60) square feet
maximum each sign.
Second floor wall mounted halo illuminated center identification sign hung in
arch shape over arch element. One sign. Thirty -two (32) square foot
maximum.
North and South Building Elevations
Existing allowed signage:
No signage allowed on elevations.
Proposed allowed signage:
. No signage allowed on elevations.
Other Sign Program Amendments
In addition to the various sign amendments identified above, the applicant is proposing to
incorporate several other provisions into the sign program document to improve and clarify
the document including: a definition of terms section, temporary sign provision, building
floor plans and sign color samples. The amended document also clarifies how signage
would be allocated when a single tenant occupies more than one suite within the building.
ANALYSIS
Staff believes the proposed wall mounted channel letter signs and canvas awning panel
signs proposed on the west elevation will serve to inform motorists from a distance about
the various types of businesses and services available in the building. The current sign
program only allows for pedestrian oriented blade signs that are only effective once a
customer has gotten out of their vehicle onsite. In addition, staff feels that the proposed
major tenant signage on the east side of the building is an improvement given that the
signage is now illuminated and is larger allowing for better visibility from the 1 -15 freeway
corridor. It should be noted that the applicant has not proposed to maximize the allowable
signage on the building but rather has sized the signs to be proportional to the architectural
elements of the building. Moreover, staff believes the other document modifications serve
to clarify the document and make it easier to administer.
Staff has reviewed the proposed Uniform Sign Program amendment and has determined
that the amendment complies with all applicable requirements of Chapter 17.94 (Signs-

Advertising Structures) of the Lake Elsinore Municipal Code (LEMC) including, but not
limited to; maximum sign area, sign height and length and aesthetic design.
ENVIRONMENTAL DETERMINATION
Staff has determined that the Project is categorically exempt from the California
Environmental Quality Act (Public Resources Code §§ 21000 et seq.: "CEQA) and the
CEQA Guidelines pursuant to Class 11(a) exemption for accessory structures because the
Project involves construction of on- premise signs.
RECOMMENDATION
a. Adopt Resolution No. PC-201 0- approving Uniform Sign Program No. 2010 -01
for the Canyon Plaza Professional Offices; based on the Findings, Exhibits and
proposed Conditions of Approval.

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, APPROVING UNIFORM
SIGN PROGRAM NO. 2010 -01 TO AMEND A PREVIOUSLY
APPROVED SIGN PROGRAM FOR THE EXISTING CANYON
PLAZA PROFESSIONAL OFFICE DEVELOPMENT LOCATED
AT 31577 CANYON ESTATES DRIVE
WHEREAS, Lon Bike, Architectural Team Three, has initiated proceedings for
Uniform Sign Program No. 2010 -01 for Canyon Plaza Professional Offices (the "Uniform
Sign Program ") in order to amend a previously approved sign program (USP 2008 -01)
located at 31577 Canyon States Drive (APN: 363- 670 -009) (the "Project'); and
WHEREAS, the Planning Commission of the City of Lake Elsinore has been
delegated with the responsibility of considering and approving or denying Uniform Sign
Programs; and
WHEREAS, on May 4, 2010, at a duly noticed public hearing, the Planning
Commission considered evidence presented by the Community Development
Department and other interested parties with respect to this item.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The Planning Commission has considered the proposed Uniform
Sign Program amendment prior to rendering its decision and finds that the requirements
of Chapter 17.94 of the Lake Elsinore Municipal Code have been satisfied.
SECTION 2. The Planning Commission hereby finds and determines that
Uniform Sign Program No. 2010 -01 is categorically exempt from the California
Environmental Quality Act (Public Resources Code §§ 21000 et seq.: "CEQA ") and the
Guidelines for Implementation of CEQA (14 California Code of Regulations §§ 15000 et
seq.: "CEQA Guidelines ") pursuant to a Class 11 categorical exemption. A Class 11
exemption exists for:
"Construction or replacement of minor structures accessory to (appurtenant to)
existing commercial, industrial or institutional facilities, including but not limited
to:
(a) On- premise signs;
(b) Small parking lots;
(c) Placement of seasonal or temporary use items.... in generally the same
location from time to time in publicly owned parks, stadiums, or other
facilities designed for public use."

The Uniform Sign Program Amendment qualifies for a Class 11 exemption because it
involves the construction of on- premise signs that are appurtenant to an existing
commercial facility; the Canyon Plaza Professional Offices. Therefore the Planning
Commission hereby finds and determines that the Uniform Sign Program amendment is
exempt from CEQA Guidelines.
SECTION 3. That in accordance with State Planning and Zoning Law and the
Lake Elsinore Municipal Code, the Planning Commission makes the following findings
for approval of Uniform Sign Program No. 2010 -01:
1. The project, as approved, will comply with the goals and objectives of the
General Plan and the Zoning District in which the project is located.
The Uniform Sign Program Amendment complies with the goals and objectives of
the General Plan, Canyon Creek 'Summerhill" Specific Plan and the C -1 1SP
Neighborhood Commercial Zoning District in which the Canyon Plaza
Professional Offices are located. The amendment will assist in achieving the
development of a well balanced and functional mix of residential, commercial,
industrial, open space, recreational and institutional land uses, thereby
diversifying Lake Elsinore's economic base. Moreover, the sign program
amendment will facilitate the efficient and orderly use of signs for the purpose of
attracting new and returning customers to participating businesses.
2. The project complies with the design directives contained in Section 17.196.180
and all other applicable provisions of the Municipal Code.
The Uniform Sign Program Amendment for the Canyon Plaza Professional Office
development is appropriate to the site and surrounding developments in that the
amendment has been designed in consideration of the size and shape of the
property, thereby creating interest and varying vistas as a person moves along
the street. Further, the amendment will complement the quality of existing
development and will create a visually pleasing, non - detractive relationship
between the proposed and existing projects in that the sign designs, colors and
materials evidence a concern for quality and originality and compliment the
building architecture.
3. Subject to the attached conditions of approval, the proposed project is not
anticipated to result in any significant adverse environmental impacts.
The Uniform Sign Program amendment was reviewed and conditioned by all
applicable City departments to ensure that the amendment provisions blend into
existing development, create the least amount of disturbance, and do not
negatively impact the residents or businesses of Lake Elsinore. The amendment
will not result in any significant adverse environmental impacts.
4. Adequate conditions and safeguards pursuant to Lake Elsinore Municipal Code
Section 17.196.180.D have been incorporated into the approval of the

Conditional Use Permit to insure that the use continues in a manner envisioned
by these findings for the term of the use.
Pursuant to Lake Elsinore Municipal Code Section 17.196.180.D, the uniform
sign program amendment has been scheduled for consideration and approval of
the Planning Commission at the regularly scheduled meeting on May 4, 2010.
SECTION 4. Based upon the evidence presented, the above findings, and the
attached conditions of approval, the Planning Commission hereby approves Uniform
Sign Program No. 2010 -10.
SECTION 5. This Resolution shall take effect from and after the date of its
passage and adoption.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning
Commission of the City of Lake Elsinore, California, this 4th day of May, 2010.

GENERAL
1. The applicant shall defend (with counsel acceptable to the City), indemnify, and hold
harmless the City, its Officials, Officers, Employees, and Agents from any claim, action,
or proceeding against the City, its Officials, Officers, Employees or Agents to attack,
set aside, void, or annul an approval of the City, its advisory agencies, appeal boards,
or legislative body concerning the environmental documentation, or Uniform Sign
Program No. 2010 -01.
2. The applicant shall submit a check in the amount of $64.00 made payable to the
County of Riverside for a Notice of Exemption. The check shall be submitted to the
Planning Division for processing within 48 hours of the project approval.

3. The decision of the Commission shall be final fifteen (15) days from the date of the
decision unless an appeal has been filed with the City Council pursuant to the
provisions of Chapter 17.180.
4. Prior to issuance of any sign permit the applicant shall sign and complete an
"Acknowledgement of Conditions" form and shall return the executed original to the
Planning Division for inclusion in the case records.
5. The applicant shall apply for a sign permit and pay appropriate fees for any sign
installed at the project site.
6. The location, size, style, and color for all signs shall comply with the Sign Program
(Approved herein). Any additions or revisions to the approved Sign Program shall
require Planning Commission review and approval.
7. One sign per tenant shall be permitted on the east building elevation for a maximum of
fourteen (14) signs total.
8. The canvas sign panels and associated canvas canopy on the east building elevation
shall be maintained in good condition on an ongoing basis (i.e. color fading and tom
canvas).
9. The approval for Uniform Sign Program No 2010 -01 will lapse and be void unless
building permits are issued within two (2) years.
