REPORT TO THE PLANNING COMMISSION TO: HONORABLE CHAIRMAN AND MEMBERS OF THE PLANNING COMMISSION FROM: MATTHEW HARRIS, SENIOR PLANNER JUSTIN CARLSON, REDEVELOPMENT AGENCY ANALYST DATE: FEBRUARY 2, 2010 PROJECT TITLE: MITIGATED NEGATIVE DECLARATION NO. 2009 -03, CONDITIONAL USE PERMIT NO. 2008 -12 AND COMMERCIAL DESIGN REVIEW NO. 2009 -03; A REQUEST OF THE PLANNING COMMISSION TO MODIFY AN EXISTING CONDITIONAL USE PERMIT TO ALLOW FOR ADDITIONAL USES AND ACTIVITIES AND TO APPROVE VARIOUS PREVIOUSLY CONSTRUCTED OR PROPOSED ONSITE IMPROVEMENTS IN ASSOCIATION WITH THE LAKE ELSINORE MOTO -CROSS FACILITY APPLICANT: RANDY HINER: 31500 GRAPE STREET, SUITE 3 -275, LAKE ELSINORE, CA 92530 PROJECT REQUEST Staff requests that the Planning Commission continue the item off calendar in order to allow staff time to address any /all comments made by the Riverside County Conservation Authority (RCA), and to evaluate new project modifications proposed by the applicant. In late December 2009, staff routed the RCA Joint Project Review to RCA. As of the writing of this report, RCA has not yet informed staff that their review, which includes State and Federal Wildlife Agencies, has been completed. Furthermore, on December 29, 2009, the applicant notified staff that he plans to increase and expand the scope and use of on -site operations, beyond what was originally proposed in the CUP application. Staff notified the applicant that he will need to resubmit a revised comprehensive use description and plans that include all activities AGENDA ITEM R0. PAGE I OF A and operations that will occur on -site. To date, staff has left several telephone and e- mail messages requesting all necessary documents. The applicant, on Monday, January 25, 2010 notified staff that all requested documents would be delivered to City Hall on Wednesday, January 27, 2010.
