SUBJECT: CONDITIONAL USE PERMIT NO. 2011 -01 —AN UPDATE OF THE
LAKE ELSINORE HOTEL AND CASINO LIVE ENTERTAINMENT
PERMIT
Background
On July 19, 2011, the Planning Commission approved Conditional Use Permit No. 2011-
01. The request was for approval to establish a live music, dancing and entertainment
venue at the Lake Elsinore Hotel and Casino located at 20930 Malaga Road. Due to the
nature of the proposal and proximity to existing single family neighborhoods, the Planning
Commission asked that the project be brought back for review at the end of the summer in
order to evaluate the impacts associated with outdoor events.
Discussion
Since approval of the Conditional Use Permit, the Hotel and Casino has had one outdoor
entertainment venue that took place on Saturday, August 20, 2011. The event was held
outside in the swimming pool area between the hours of 7:30 p.m. and 11:30 p.m. The
teardown was completed by midnight, as per Condition of Approval No. 13.
The applicant indicated that they had a maximum attendance of 86 people during the
event. The applicant took decibel (dB) readings at 7:30 p.m., 9:30 p.m. and 11:00 p.m.
According to the applicant's new digital decibel (dB) meter, the highest dB reading
recorded was 79 dB at 7:30 p.m. right at the pool side area, and the lowest was 46 dB at
11:00 p.m. at the back side of the adjacent movie theatre (see Attachment 2 - Decibel
Reading Site Plan). The most critical reading which would be at the residential area along
Malaga Road was not available since their new dB meter does not record any readings
below 40 dB.

The applicant mentioned that he was successful in reducing the noise level that was
generated by the live band that played at the event from filtering over to the adjacent
residents by directing the loud speakers in the opposite direction (northwest) of the existing
residential areas; thereby, making the event more successful and in compliance with all of
the applicable conditions of approval. It should also be noted that staff did not receive any
complaints from adjacent residents or businesses during or after the event.
