RE: INTERIM CITY MANAGER APPOINTMENT 1 CITY MANAGER
RECRUITMENT
Background.
At the March 13, 2012 regular meeting, the City Council appointed Pat Kilroy to serve
as Interim City Manager until March 27, 2012. Mr. Kilroy has been an employee of the
City for 17 years and also serves as the Director of the Lake, Parks & Recreation
Department.
Discussion
The Lake Elsinore Municipal Code, Section 2.04.030, set forth the extensive duties of
the City Manager. The City Manager "shall be the administrative head of the
government of the City under the direction and control of the City Council." The City
Manager is "responsible for the efficient administration of all the affairs of the City."
Some of the more critical duties include:
• Attending meetings of the City Council and reporting any matter concerning the
affairs of the departments, services or activities under his or her supervision
• Coordinating the administrative functions and operations of the various
departments, divisions and services of the City government
• Controlling, ordering and giving directions to all heads of departments,
subordinate officers and employees of the City, except the City Clerk, City
Treasurer and City Attorney
• Submittal and administration of the budget along with overseeing all purchasing
• Serving as the City's public relations officer
• Cooperating with community organizations
Because Mr, l'Cilroy's appointment expires later this evening, the City Council is
requested to determine who will serve as the Interim City Manager as of March 28,
2012.

In addition, City staff seeks direction regarding recruitment of a permanent City
Manager, which direction may include whether the City Council prefers retaining a
professional recruiting firm, the process far selecting a recruiting firm, and whether the
City Council desires to appoint a City Council subcommittee to oversee the recruitment process.
Fiscal Impact
Unknown at this time.
Recommendation
1. That the City Council extend the appointment of Mr. Kilroy as Interim City
Manager or, alternatively, appoint another person to serve as the Interim City
Manager commencing on March 2$, 2012; and
2. That the City Council provide such direction to City staff regarding recruitment of
a City Manager as the City Council deems appropriate.
