PLANNING COMMISSION REGULAR MEETING
MINUTES OF FEBRUARY 15, 2011
CALL TO ORDER
Chairman Gonzales called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
Commissioner Jordan led the Pledge of Allegiance.

CONSENT CALENDAR ITEM(S)
1. Approval of Planning Commission Minutes
Recommendation: Approve the following Minute(s):
a. January 18, 2011
b. February 1, 2011
Motion by Commissioner Jordan, seconded by Commissioner Morsch, to
approve the Planning Commission Minutes of January 18, 2011 with changes,
and approve February 1, 2011; Motion passed by 4-0 vote.
PUBLIC HEARING ITEM(S)
2. Vesting Tentative Tract Map No. 36117 - A request to subdivide
approximately 89 acres of land into 10 parcels, two multiple family
residential lots within the Canyon Hills Specific Plan

Recommendation:
a. Adopt a resolution adopting findings that the project is exempt from
the Multiple Species Habitat Conservation Plan; and,
b. Adopt a resolution recommending to the City Council approval of
Vesting Tentative Tract Map No. 36117 based on the findings,
exhibits, and proposed conditions of approval.
3. Vesting Tentative Tract Map No. 36118 - A request to subdivide
approximately 77 acres of land into 13 total parcels (three multiple family
residential lots, one commercial, one park, three street, four landscape,
and one riparian) within the Canyon Hills Specific Plan.
Recommendation:
a. Adopt a resolution adopting findings that the project is
exempt for the Multiple Species Habitat Conservation Plan; and,
b. Adopt a resolution recommending to the City Council approval of
Vesting Tentative Tract Map No. 36118 based on the findings,
exhibits, and proposed conditions of approval.
Planning Consultant Coury presented the staff report for both items.
Johnny Porter, resident in Tuscany Hills, stated that he is hoping for commercial
development in that area. The applicant, Mike Taylor of Pardee Homes stated
that any future site plan for the commercial or multi-family residential would have
to come back for site plan review and there are no designs at this time building
designs at this time.
Commissioner Jordan requested distinguishing boundary lines on maps on future
projects. She also requested that Condition No. 91 be revised to read "Prior to
first recordation of final map".
Commissioner Morsch thanked Mr. Taylor for meeting with him and reviewing the
tract maps with him. He requested that Condition No. 37 be revised to read "All
construction traffic will access the project area from Railroad Canyon Road and
exclude Canyon Hills Road. He also requested that the 'Will Serve" letter be
included at the final tract map in Condition No. 22.
Commissioner O'Neal asked Mr. Taylor to provide an overview of the project.
Mr. Taylor provided an overview.
Chairman Gonzales asked how many homes Pardee has built so far. Mr. Taylor
stated approximately 2,000.

Motion was made by Commissioner O'Neal, seconded by Commissioner Jordan,
to approve Resolution No. 2011-02, a Resolution of the Planning Commission of
the City of Lake Elsinore, California, adopting findings that the subdivision is
exempt from the Multiple Species Habitat Conservation Plan (MSHCP); Motion
passed 4-0.
Motion was made by Commissioner Morsch, seconded by Commissioner O'Neal,
to approve Resolution No. 2011-03, a Resolution of the Planning Commission of
the City of Lake Elsinore, California, recommending City Council approval of
Vesting Tentative Tract Map No. 36117, including modifications to Conditions 2,
6, and 91; Motion passed 4-0.
Motion was made by Commissioner Jordan, seconded by Commissioner Morsch,
to approve Resolution No. 2011-04, a Resolution of the Planning Commission of
the City of Lake Elsinore, California, adopting findings that the subdivision is
exempt from the Multiple Species Habitat Conservation Plan (MSHCP).
Motion was made by Commissioner O'Neal, seconded by Commissioner Jordan,
to approve Resolution No. 2011-05, a Resolution of the Planning Commission of
the City of Lake Elsinore, California, recommending City Council approval of
Vesting Tentative Tract Map No. 36118, including modifications to Conditions 2,
6, and 91; Motion passed 4-0.
BUSINESS ITEMS
None.
STAFF COMMENTS
Public Works Director Seumalo provided the Capital Improvement Program
update.
Chairman Gonzales asked when the signal will be installed at Gunnerson Street
and Riverside Drive and stated there was another accident at that intersection.
Director Seumalo stated that the installation of the signal hasn't been scheduled
due to funding issues.
PLANNING COMMISSIONER'S COMMENTS
Commissioner Morsch discussed the proposed abolishment of Redevelopment
Agencies taking place in the State and encouraged residents to send a letter to
the Governor to preserve the Redevelopment Agencies. He stated that the
community depends on Redevelopment Agency funding for projects in the City,
and also provides funding for depressed areas in the City. He noted that it also
brings jobs and revenue to the City and the community will suffer greatly if this
program is abolished.

Commissioner O'Neal concurred with Commissioner Morsch's statement and
stated that he would draft a letter to the Governor objecting to dissolving of the
Redevelopment Agencies.
CITY ATTORNEY'S COMMENTS
None.
ADJOURNMENT
There being no further business to come before the Planning Commission,
Chairperson Gonzales adjourned the meeting at 6:33 p.m. The next regular
meeting of the Planning Commission of the City of Lake Elsinore is scheduled for
Tuesday, March 1, 2011, at 6:00 p.m. in the Cultural Center located at
183 N. Main Street, Lake Elsinore, CA 92530.
