SUBJECT: AWARD PURCHASE OF LARGEMOUTH BASS FOR STOCKING
LAKE ELSINORE
Background
During the first fiscal year budget report on November 8, 2011, the City Council
approved a budget allocation of $25,000 to purchase fish to stock in Lake Elsinore.
Discussion
The stocking of sport fish in Lake Elsinore provides the City with several benefits,
which include:
1. Top-down biomanipulation of the Lake's food web to reduce algae by
increasing the number of sport fish feeding on the excessive Threadfin
Shad minnow population in Lake Elsinore, thereby increasing the number of
large beneficial zooplankton, which intern filter-feed on phytoplankton.

Biomanipulation of the fishery to increase predatory fish and
reduce bait fish protects algae-consuming zooplankton, leading
to improved water quality.

2. Bioconversion of Shad and Carp offspring into valued Sport fish, such as
Largemouth Bass, to increase fishing (tourism) on the Lake.
3. Largemouth Bass are highly prized by the majority of freshwater anglers.
The City can utilize the stocking as a promotional tool for the Lake and new
Boat Launch Facility to increase tourism.
Staff recommends the purchase of Largemouth Bass, as this species is the most
highly prized freshwater fish by anglers and is an aggressive predator to feed upon
the excessive Threadfin Shad minnow population of Lake Elsinore.
Given the unique nature of the purchase, Staff bypassed the City's formal
purchasing process of publishing the public bid in the local newspaper and
requested quotes directly from aquaculture facilities licensed by the State of
California.
City Staff attempted to obtain three quotes from licensed aquaculture facilities;
however only two vendors met the following species and size specifications.
1. Adult Largemouth Bass:
a. Weighing in the range of 1.0 to 1.75 pounds. Do Not Exceed $5,000.
2. Juvenile Largemouth Bass:
a. 10-12 inch Total Length. Do Not Exceed = $10,000.
3. Fingerling Largemouth Bass:
a. 4-6 inch Total Length. Do Not Exceed = $10,000.
(Price includes tax & freight FOB Lake Elsinore for delivery between March 26 to April 20,
2012, subject to the City receiving a stocking permit from the Cal-Dept Fish & Game.)
Summary of Quotes:
• Golden State Bait Inc.:
0 700 pounds of Adult Largemouth Bass for $5,000.
0 6,667 Juvenile & Fingerling LMB for $20,000
• Freshwater Fish Company:
0 690 pounds of Adult Largemouth Bass for $5,000.
0 5,001 Juvenile & Fingerling LMB for $20,000

Approval of this item will result in an expenditure of $25,000, which has been
previously budgeted under the Lake Division.

Recommendations
Staff recommends the City Council approve the purchase under LEMC Section
3.08.070F. Exceptions to bid procedures (When in the best interest of the City,
the City Council may authorize the City Manager or Purchasing Officer to bypass
the bid process required under this chapter for purchases greater than $15,000),
And
Award the purchase to Golden State Bait Inc. in the amount of $25,000.

Here are the prices on the requested fish:
1. Adult Largemouth Bass (1.0-1.75lbs)- $7.25 per lb/ $5000= 690 IN (approximately 500 fish)
2. Juvenile Largemouth Bass (10-12 inches)- $6.00 per fish/ $10000= 1667 fish
3. Fingerling Largemouth Bass (4-6 inches)- $3.00 per fish/ $10000= 3334 fish
Again, any order over $10,000 will include free delivery.

As it turns out we will not be able to stock the Hybrid Stripped Bass due to Fish &
Game regulations. Please provide me with a quote on the attached request.
Basically, I am looking for a total amount of fish for the dollar amount we want to
spend in each size category.
