BRADY, CITY MANAGER DATE: FEBRUARY 28, 2012 SUBJECT: ENVIRONMENTAL SERVICES CHANGE ORDER 1 BOAT LAUNCH FACILITY IMPROVEMENT PROJECT NO. 4237 Background The Environmental Report for the Lake Elsinore Boat Launch Facility Rehabilitation Project (specifically called the Initial Study / Mitigated Negative Declaration) is required to be adopted by the lead agency, in this case, the City of Lake Elsinore. To mitigate significant environmental effects, a mitigation monitoring program is put into place to measure air quality emission and cultural resources. The scope of services requires a biological pre-disturbance survey, biological resources monitoring during construction activities and archaeological monitoring during any ground disturbance activities. On April 25, 2011 proposals seeking an environmental monitoring consultant were sent to HDR Engineering, Inc., LSA Associates, Inc., and Leighton Consulting with a due date of May 16, 2011. Discussion On May 24, 2011, City Council awarded the environmental service contract to HDR Engineering, Inc., to provide the archaeological and biological monitoring for the construction phase of the Boat Launch Improvement Project. The HDR Engineering, Inc. proposal included assumptions on the length of time associated with ground disturbance activities. Monitoring for these disturbances has exceeded the initially anticipated timeframe. Additional monitoring is needed for the duration of the construction phase. Staff is requesting a change order in the amount of $45,000 for HDR Engineering Inc, to cover the remaining mitigation monitoring costs. Fiscal Impact The project budget is $8,292,335.00 funded through Park CIP, RDA Tax Increment, RDA Bond Issue and a grant from the California Department of Boating and Waterways. Currently, the project has spent $4,612,010.72 for design, construction surveying, environmental monitoring, construction activity and construction materials. Staff is requesting a $45,000 change order to be funded from the project contingency. The current construction contingency balance is $288,804.
