SUBJECT: PURCHASE OF LIGHT EMITTING DIOD (LED) LIGHTS
Background
The City of Lake Elsinore received a Department of Energy Grant, through an Energy
Efficiency and Conservation Block Grant (EECBG). The Purpose of the EECBG
program is to assist eligible agencies in creating and implementing strategies to:
• Reduce fossil fuel emissions in a manner that is environmentally sustainable and,
to the maximum extent practicable, maximizes benefits for local and regional
communities;
• Reduce the total energy use of the eligible; and
• Improve energy efficiency in building sectors, the transportation sector, and other
appropriate sectors.
These points describe the overall intent of the EECBG program. With the goal of
reducing energy maintenance costs, City staff desires to retrofit portions of City's street
lights with energy efficient Light Emitting Diode (LED) light bulbs. Existing. High
Pressure sodium (HPS) bulbs, a carbon emission polluter, would be replaced with LED
bulbs. High- pressure sodium (HPS) lamps contain elements such as mercury and are
considered hazardous waste at the end of their life expectancy. Using LED lights will
reduce electric cost by 90% and they will provide more effective illumination providing
higher visibility and security.
City prioritized this project for energy efficiency and conservation as the cheapest,
cleanest and fastest way to meet energy demand. The lights are proposed to be
installed along Main Street, Lakeshore Drive, and Collier Avenue. A total of 426
standard street lights, bollards and decorative street lights will be upgraded.

Discussion
Staff began the search for LED lights by investigating the different LED Bulbs on the
market. This product was used in other cities, including the City of Modesto. Staff also
discovered a cost savings of approximately 30% by purchasing directly from the
manufacturer versus going through a distributor. In addition to having the lowest bid,
PINTRUS manufacturing also provided the following benefits:
• The use of a heat sink (cooling device) to dissipate heat from the fixture, while
others did not. A heat sink prolongs the life of the fixture.
• PINTRUS uses a baking process to attach the LED lighting technology which is
superior to soldering used by other manufacturers.
• The PINTRUS product is a self contained unit which makes maintenance more
convenient and cost effective.'
• PINTRUS provides an industry standard 5 year warranty.
• PINTRUS technology uses non - toxic, 100% recyclable materials, making their
LED lighting environmentally friendly.
The energy cost savings will begin in the first month of installation and continue through
the life of the product. Based on a comparison between LED and HPS lighting, the
energy /labor cost savings over a 10 year period is estimated to be $903,000.
Fiscal Impact
The project cost of purchasing the LED fixtures is $151,455 which will be funded 100%
within the Energy Efficiency and Conservation Block Grant (EECBG). Funds from the
EECBG grant have been allocated to the City and this purchase represents the balance
of the grant.
Recommendations
Approve the purchase of LED lights from PINTRUS as in the amount of $151,455 and
direct staff to purchase and install the lighting.

Per your request for Outdoor LED lighting proposals, I contacted EvoLucia and requested pricing. Although a
formal quote will be provided shortly, they did provide the pricing and technical info which is stated below and
attached. Here is the summary of prices.
170 Post Top Light LED Retrofit (48w, 60w 90w) $480.00 Each = $81,600.00
Globes = $56.00 Each
Fitter 8° = $50.00 Each
207 Cobra LED Street Light 55 Watt = $515.00 Each = $1 06,605.00
Total Combined Amount = $188,205.00
The PTR comes in 48, 60 and 90 watts. I have attached the spec sheet. Price for Qty 170 of any
wattage, either 8 inch or 9 inch is $480.00. I have attached the spec sheet. Fitter for the 8 inch is $50
and for the 9 inch is $75. Standard plastic globe as depicted on the spec sheet is $56.00.
The cobra head wattage that has 3788 lumens is the 55 watt cobra head. The part number would be
5CHX5/55 -45 /PAL /T2 /UNV /LG.I have attached the photometric report that shows the total number of
lumens and the cut sheet for this product. Price for quantity 207 would be $515.
We do have access to a Bollard. The part number would be BR -42 -24 -LED- 120 - 277 -BZ. The price
would be $858 for this bollard. 1 have also attached a spec sheet.

I completed the form and followed the instructions, but must have done something wrong. It

The Post Tops are 55w & 110w - The Qty 170, you had mentioned that there was no difference in
price between the PTR8 or 9, w /optional price for globe and fitter. the split is 40% 55w & 60%
110w.
