SUBJECT: CHANGE ORDER TO REYES CONSTRUCTION
CONTRACT TO PERFORM EARTHWORK FOR
WETLANDS ENHANCEMENT GRANT PROJECT
Background
The Lake Elsinore /San Jacinto Watersheds Authority (LESJWA) received a
Proposition -40 Grant for a Wetlands Enhancement Project to promote an ecological
approach to restoring the beneficial uses of Lake Elsinore. The City, as the lead
agency for LESJWA on this grant project, desires to enhance a portion of the existing
356 acre Back -basin mitigation wetlands to expand the area of aquatic vegetation.
It's known that aquatic vegetation provides many water quality and wildlife benefits by
utilizing nutrients and providing shelter for zooplankton that graze upon single - celled
algae. In addition, aquatic vegetation provides habitat and forage for a wide array of
fish and wildlife.
The project consists of excavating two new channels and one open water small pond
on the existing large Island -Ii, then utilizing the excavated material to form shallow
water islands in existing Pond -I.
Discussion
A major portion of the construction for the Prop -40 Grant consists of "earthwork ". City
Staff desires to piggyback upon the existing contract with the successful bidder of the
Boat Launch Facility Project to perform the earthwork for the Prop -40 Grant Project
based upon the following reasons:
• Reyes Construction was the lowest responsible bidder for similar earthwork,
• Cost savings realized by City from previous mobilization of equipment by
Reyes Construction to Back -basin borrow site, which is in close proximity to
the Wetlands Project site,
• City Staff time and money savings by piggy - backing on previous public bid
process,
• Minor "Change Order" to existing contract for additional "earthwork ".
• Time is of the essence, as the grant expires at the end of March 2012;
however, a time extension may be granted.

Fiscal Impact
Approval of this item will result in a Change Order in the amount of $300,000. This
expenditure is budgeted under the City's CIP budget for Project #4273 and is
reimbursable from the State Proposition -40 Grant. The grant balance is
approximately $380,000.
Recommendation
Authorize a Change Order in an amount not to exceed $300,000.

This proposal is based upon the following qualifications,
exclusions, conditions and requirements unless specifically
stipulated to the contrary in our cover page(s). These Conditions
shall be incorporated into our contract. Should these Conditions
be at variance with the Plans, Specifications or Conditions of the
Project Documents for the noted project, these Conditions shall
take precedence.

GENERAL
1. RCI has assumed that this work will begin by February 1,
2012.
2. RCI's proposal is based on excavate, load, haul and placement
rate of 2,000 CY per day. Estimated quantity to excavate and
place is 37,500 CY.
3. Includes dust control during construction activities.
4. RCI to provide full time grade checker to layout and track
the excavation and fill operations. No other survey effort
is included in this proposal.
5. Includes bond.
6. Excludes compaction effort and testing.
7. Excludes dewatering and use of Low Ground Pressure (LGP)
equipment.
8. Assumes City will dewater Pond I site and that both the
excavation & placements sites soil conditions are not wet.
9. Excludes SWPPP and BMPs for earthwork effort.
