BRADY CITY MANAGER DATE: JANUARY 10, 2012 SUBJECT: CAPITAL IMPROVEMENT PROJECT: CITY HALL AND CULTURAL CENTER SEISMIC RETROFIT PROJECT Background In August, 2008 the City of Lake Elsinore applied for the Hazard Mitigation Grant Program (DR -1731) which was funded by the Federal Emergency Management Agency (FEMA) and implemented by the California Emergency Management Agency (CALEMA), formerly the California Office of Emergency Services (OES). The program was approved as a result of the 2007 Southern California fires and the funding is based on a seventy -five to twenty -five percent ratio, with the federal share not to exceed seventy -five percent (75 %) of the total activity costs. On November 14, 2008 and in conjunction with the Hazard Mitigation Grant, staff submitted an application to FEMA and CALEMA for the seismic retrofitting of City Hall (the `southern portion of the building) and the Cultural Center. The total award of the grant was approximately 1,100,981, with $825,735.75 coming from FEMA and $275,245.25 coming from the City of Lake Elsinore. In early 2009, CALEMA notified the City that tentative approval had been awarded by FEMA; however, no funds would be dispersed until the necessary historical studies had been completed. On December 3, 2009 FEMA \representatives] conducted'inspections on City Hall as well as the Cultural Center. On September 20, 2010, FEMA notified staff that as a result of the "field study" that took place on December 3, 2009, additional information would be required so that a determination regarding historical findings could be determined. After staff received the additional items from FEMA, it was identified that structural drawings of City Hall and the Cultural Center would be needed. This property was first sold to the previous owner /s in August 2008. Since 2008 the city did not include the LAKE ELSINORE BOND DISTRICT item in the tax bills for collection from this property and all the other properties located on Star Ridge Drive. That withholding of information caused me to be deceived into making the decision to purchase this property. This tax item in the amount of $2,256.12 started to appear on the tax bill of this property only after I closed escrow. I lost a lot of sleep over this and I am sill in shock since I learned that I am deceived. Please note that I had serious and legal discussions with the broker and all the other parties involved during my purchase process and all proved that they disclosed all the information that can legally be obtained and that this tax item did not exist in any records of this property. Finally I am asking for your understanding of my situation, and to relieve me from a situation that is causing me and my family a great financial harm. �� e ' (t sak 6/0, Outd-Ortt "The Academy Cultural Arts Mall and Lake Community Recreational Center DREAM EXTREME CHALLENGE A 21 ST. Century Vision; presented by Ray Stinnett, DBA Stinnett Enterprise, Marketing and Development. My wife and I are 12 year residents of Lake Elsinore/ Lakeland Village and live in close proximity to the Old Military Academy property. We also serve on the POA for our beach community which abuts the academy property. We are local Realtors and very much in touch with the ebb and flow of vitality within the community at large. I have worked with Pat Kilroy and LESJWA to establish the Biological Floating Island Wetland Habitat experiment in the fish habitat cove. The project has not been without a few hurdles, however currently the Islands are well vegetated and populated with a variety of happy birds and doubtless a number of fish as well. We hope to see that project continue to grow organically and exponentially as may be the case with projects given enough time and energy to prove themselves. I have a background in music, entertainment, promotion, retail business, design, construction and historical restoration. I have also done extensive research on the native wetland plants in this region and am a proponent of wetland design, integration and restoration opportunities with any lakefront construction project. "The Academy ", potentially a multifaceted multi purpose, project. The Goals of my Vision • Beneficial use of the building and grounds for the Community, the City, the Property owner and the Ecology of the lake environment. What I present here is perhaps an interim use until the so called economy comes back and will support large scale development. I tend to feel more comfortable with less grand scale plans but rather more natural and organic out growth of community need. A model for community health, natural growth and sustainability may be more appropriate for all concerned. Our community needs revitalizing activities and re_ 0/ d 1//0// CDAyIN-,unu.aim/ cultural pursuits for it's citizens. Though the Academy is within the city limits of Lake Elsinore, it is also at a major crossroads. Located at the North West area of the lake between Lakeland village and the Ortega hwy., the gateway to Orange County. The Academy is always a rare and welcoming site to all who pass by. After the outdoor building lighting went down, the building and grounds were dark. As soon as It went dark it attracted vandals who have denuded the building of copper wire and other things of value. Now It mostly attracts young people on the weekends who like to sneak in with their dates for a haunted house scare. Some of the neighborhood kids occasionally use the grounds for recreational scooter and bike riding. The building is boarded up but this is no problem for those who want to gain access, as it has been broken into a number of times. All in all most of this activity has been benign. My greatest concern would be fire that could be stared by vandals and get out of control in the unoccupied building. An immediate solution to this is for the owner to light the outside and have 24 hr. monitored fire and intrusion alarms installed and maintained in the building. Vision for a sustainable community through cultural arts and community interaction I would like to see the front area of the building maintained and beautified enough to open the circular drive to venders and events held beginning on weekends. An adjacent area could be improved for parking. The building would be the backdrop for this outdoor Expo Rama of Cultural Arts and Crafts. Here are some examples • Painting and sculpting arts etc. • Music, Dance...performing arts • Organic arts such as composting and gardening • Ecological arts of nature conservation and restoration • Life style, exercise and positive living arts • Sustainable health and nutrition • Wellness practices such as yoga and other mind body fitness • Special Events and fund raisers • Fun for the whole family • Stimulate local economy and good PR for all I can conceive of several scenarios of details of how this use might be developed and maintained. The building can be restored under the California historical building code and could provide indoor space for a cultural arts mall and community center. My hope is that a community benefactor will see the potential reward of this kind of project and the self - esteem and other rewards it could bring to the community. The City of Lake Elsinore has a rare architectural treasure in its jurisdiction and shouldn't let this opportunity go unattended. I have been in contact with the owner who I believe wants resolution to some of the problems inherent in this situation. I believe in the win win solution as the best way to proceed and therefore I submit my vision proposal before the council for your consideration and feedback.
