Breen, Secretary Subject: Project No. 78-2123-28, Environmental Geologic Investigation for Reclamation Plan, Existing Alberhill Clay Mine, Lake Elsinore, California Gentlemen: This report has been prepared for use in the Mine Reclamation Plan Application. The site consists of 3,457 acres of an active clay mine located adjacent to Lake Street and State Highway 71 in unincorporated county territory near Lake Elsinore, ' California (see Figure 1). Alberhill and the surrounding area contains one of the most important clay-bearing regions of California. This clay mine has been active since 1883, and it should continue to be productive for the foreseeable future (50 years or more). The clay deposits encountered consist of a variety of economic clays, including high-grade kaolin-type clay, alumina rich, used in the manufacture of cement. The findings and recommendations of this report were prepared in accordance with generally accepted mining and geotechnical principles and practice. A. The subject property has been used for mining and related manufacturing purposes for almost 100 years, there- fore, its condition before the project cannot be described. However, it can be described as semi-desert and lies within the Coastal Sage Scrub Plant Community Lone invaded by both Riparian and Chaparral Communities and contains plant life typical of that zone. Although much of the area of the pro- ject has been disturbed by the mining operation, in general, about one-half of the surface area is covered by grasses with the remaining one-half covered by grasses and scrub, with.the grasses predominant over the sandy loam soils and the sages and other hardy plants predominant in the Sullied and rocky loam units. A survey to identify the prevalent plant species indigenous to the area was conducted in June of 1977 by Ms. Barbara Hawk, Instructor of Horticulture, Saddleback College. The plant list generated by this study was checked against the U. S. Department of Interior, Field and Wildlife Service Regulations, published June 16, 1976 under Code of Regulations, Title S0, Part 17, "Endangered and Threatened Plants". No endangered or threatened plants were found on the property. , TABLE OF PLANT LIFE OCCURRING ON PROPERTY Scientific Name INTRODUCTION - ; The project consists of 3,457 acres of an existing clay mine in the Alberhill and Elsinore 7.5 minute U. S. Geological Survey quadrangles in western Riverside County, California. The site includes an open pit clay operation and clay manufacturing plant. Pacific Clay Products and its predecessors have had the property since the turn of the century. Mining on the property has been continuous since 1883. The estimated life of the deposits is for the foreseeable future, 50 years or more, and Pacific Clay Products' lease will terminate in 2054 A.D. Approximately 200,000 to 250,000 tons of clay are mined annually and approxi- mately 400,000 to 500,000 tons of "overburden" are moved annually. A very small portion of waste is included, of the clay produced, more than 95 percent is utilized in the clay plants on site or in the Los Angeles County. The maximum anticipated pit depths are fifty to one hundred fifty feet (50 -150 feet) below original ground surface. TOPOGRAPHY, DRAINAGE AND GEOHYDROLOGY The elevation of the Alberhill-Temescal Valley project area { ranges from a maximum of about 1,800 feet on the western and eastern sides of the valley to 1,200 feet above sea level at the northern edge of the project area in the bottom of Temescal wash. The Alberhill project area is in a synclinal trough of graben commonly described as the Elsinore Trough. The maximum relief is Converso Ward Davis Dixon, Inc.
