The applicant is requesting a second amendment to the previously approved Uniform Sign
Program (USP No. 2007 -10) in association with the existing "The Plaza at Lakeview"
professional and medical office development. The subject property is located at 31569 and
31571 Canyon Estates Drive. The project site is within the Neighborhood Commercial (C-
1/SP) zoning district of the Canyon Creek "Summerhill" Specific Plan and has a General
Plan land use designation of Canyon Creek "Summerhill" Specific Plan.
Background /Project Description
On May 6, 2008, the Planning Commission approved Uniform Sign Program No. 2007 -10
outlining building and freestanding sign provisions for "The Plaza at Lakeview' professional
and medical office development. On July 6, 2010, the Planning Commission approved a
modification to the Sign Program (Sign Program Amendment No. 2010 -02 and Variance

No. 2010 -02) to increase the sign area and add seven additional wall mounted signs on
each building.
The applicant is requesting a second amendment to Uniform Sign Program No. 2007 -10 to
increase the square footage of the existing "Secondary Tenant Identification" signs which
are located on the second floor at the north and south ends of the exterior elevations of the
two professional and medical buildings. The specific changes to the tenant signs are noted
on Attachment No.2 and 3. The entire existing Uniform Sign Program is also attached for
reference (See Attachment No. 7). The table below identifies the proposed modifications
to the sign program.

Note: None of the freestanding signs have been affected by any of the sign amendments
Staff has reviewed the proposed Uniform Sign Program changes for the professional and
medical office complex and found that the changes meet the intent of Chapter 17.196
(Signs- Advertising Structures) of the Lake Elsinore Municipal Code (LEMC) for uniform
sign programs. Overall staff believes the additional signage will be located on the building
elevations so as to compliment the existing approved signage and various architectural
elements of the buildings.
Environmental Determination
The Project is categorically exempt from the California Environmental Quality Act (Cal.
Pub. Res. Code §§ 21000 et seq.: "CEQA ") and the CEQA Guidelines (14 C.C.R.
§§ 15000 et seq.), pursuant to Section 15311.a (Accessory Structures) — Construction or
replacement of minor structures accessory to (appurtenant to) existing commercial,
industrial or institutional facilities, including but not limited to on- premise signs.
Recommendation
It is recommended that the Planning Commission adopt Resolution No. 2012 -_
approving Uniform Sign Program Amendment No. 2011 -01, based on the Findings,
Exhibits, and proposed Conditions of Approval.

RESOLUTION NO. PC -2012-
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, APPROVING A SECOND
UNIFORM SIGN PROGRAM NO. 2011 -01 FOR THE EXISTING
PLAZA AT LAKEVIEW PROFESSIONAL AND MEDICAL OFFICE
DEVELOPMENT LOCATED AT 31569 & 31571 CANYON
ESTATES DRIVE
WHEREAS, Derek B. Houser, has initiated proceedings for Uniform Sign
Program No. 2011 -01 for The Plaza at Lakeview Professional and Medical Offices (the
"Uniform Sign Program ") located at 31569 & 31571 Canyon States Drive (APN: 363-
910 -001, 002 & 003) (the "Project"); and
WHEREAS, the Planning Commission of the City of Lake Elsinore has been
delegated with the responsibility of considering and approving or denying Uniform Sign
Programs; and
WHEREAS, on January 17, 2011, at a duly noticed public hearing, the Planning
Commission considered evidence presented by the Community Development
Department and other interested parties with respect to this item.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The Planning Commission has considered the proposed Uniform
Sign Program Amendment prior to rendering its decision and finds that the requirements
of Chapter 17.196 of the Lake Elsinore Municipal Code have been satisfied.
SECTION 2. The Planning Commission hereby finds and determines that
Uniform Sign Program Amendment No. 2011 -01 is categorically exempt from the
California Environmental Quality Act (Cal. Pub. Res. Code §§ 21000 et seq.: "CEQA ")
and the CEQA Guidelines (14 C.C.R. §§ 15000 et seq.), pursuant to Section 15311.a
(Accessory Structures ) — Construction or replacement of minor structures accessory to
(appurtenant to) existing commercial, industrial or institutional facilities, including but not
limited to on- premise signs.
The Uniform Sign Program amendment qualifies for a Class 11 exemption because it
involves on- premise signs that are appurtenant to an existing commercial facility; the
Plaza at Lakeview Professional Offices. Therefore the Planning Commission hereby
finds and determines that the Uniform Sign Program Amendment is exempt from CEQA
Guidelines.
SECTION 3. That in accordance with State Planning and Zoning Law and the
Lake Elsinore Municipal Code, the Planning Commission makes the following findings
for approval of Uniform Sign Program Amendment No. 2011 -01:

1. The project, as approved, will comply with the goals and objectives of the
General Plan and the Zoning District in which the project is located.
The Uniform Sign Program amendment complies with the goals and objectives of
the General Plan, Canyon Creek `Summerhill" Specific Plan and the C -1 1SP
Neighborhood Commercial Zoning District in which the Plaza at Lakeview
Professional Offices are located. The amendment will assist in achieving the
development of a well balanced and functional mix of residential, commercial,
industrial, open space, recreational and institutional land uses, thereby
diversifying Lake Elsinore's economic base. Moreover, the sign program
amendment will facilitate the efficient and orderly use of signs for the purpose of
attracting new and returning customers to participating businesses.
2. The project complies with the design directives contained in Section 17.196.180
and all other applicable provisions of the Municipal Code.
The Uniform Sign Program amendment for the Plaza at Lakeview Professional
Office development is appropriate to the site and surrounding developments in
that the additional signage has been designed in consideration of the size and
shape of the property, thereby creating interest and varying vistas as a person
moves along the street. Further, the additional signage will complement the
quality of existing development and will create a visually pleasing, non - detractive
relationship between the proposed and existing projects in that the sign designs,
colors and materials evidence a concern for quality and originality and
compliment the building architecture and existing signage.
3. Subject to the attached conditions of approval, the proposed project is not
anticipated to result in any significant adverse environmental impacts.
The Uniform Sign Program amendment was reviewed and conditioned by all
applicable City departments to ensure that the amendment provisions blend into
existing development, create the least amount of disturbance, and do not
negatively impact the residents or businesses of Lake Elsinore. The amendment
will not result in any significant adverse environmental impacts.
4. Adequate conditions and safeguards pursuant to Lake Elsinore Municipal Code
Section 17.196.180.D have been incorporated into the approval of the sign
program to insure that the use continues in a manner envisioned by these
findings for the term of the use.
Pursuant to Lake Elsinore Municipal Code Section 17.196.180.D, the Uniform
Sign Program amendment has been scheduled for consideration and approval of
the Planning Commission at the regularly scheduled meeting on January 17,
2012,

SECTION 4. Based upon the evidence presented, the above findings, and the
attached conditions of approval, the Planning Commission hereby approves Uniform
Sign Program Amendment No. 2011 -01.
SECTION 5. This Resolution shall take effect from and after the date of its
passage and adoption.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning
Commission of the City of Lake Elsinore, California, this 17th day of January, 2012.

or proceeding against the City, its Officials, Officers, Employees or Agents to attack,
set aside, void, or annul an approval of the City, its advisory agencies, appeal boards,
or legislative body concerning the environmental documentation, or Uniform Sign
Program Amendment No. 2011 -01.

"Acknowledgement of Conditions" form and shall return the executed original to the
Planning Division for inclusion in the case records.
4. The applicant shall apply for a sign permit and pay appropriate fees for all signs
installed at the project site.
5. The location, size, style, and color for all signs shall comply with the Sign Program
(Approved herein). Any additions or revisions to the approved Sign Program shall
require Planning Commission review and approval.
6. Any alteration or expansion of this Sign Program approval shall be reviewed according
to the provisions of Chapter 17.196 (Signs - Advertising Structures) of the Lake Elsinore
Municipal Code and the Canyon Creek "Summerhill" Specific Plan.
7. Prior to issuance of sign permits, the applicant shall provide materials indicating
appropriate referencing between the Uniform Sign Program and the existing Covenants
Conditions and Restrictions (CC &R's) for the subject condominium complex. Said
materials shall be reviewed and approved by the Community Development
Department.
8. Future sign modifications that do not involve structure improvements shall be reviewed
and approved by the Director of Community Development or his /her designee.
