AGREEMENT
Background
The City Clerk/Agency Secretary employment agreement ( "Employment Agreement ")
provides that the City Council review the City Clerk's performance. The City Council
conducted a performance review of City Clerk Virginia Bloom in closed session at the
City Council meetings on October 25 and November 8, 2011.
Discussion
An amendment to the Employment Agreement is necessary to reflect changes to the
terms of the City Clerk/Agency Secretary's employment. A First Amendment to the
Employment Agreement has been prepared by the City Attorney and is attached for
your consideration.
The amendment provides for an extension of the term of the Clerk Clerk/Agency
Secretary's employment contract from January 31, 2012 to January 31, 2015 and an
annual salary of $80,000.
The amendment also includes one technical clarification. The existing Employment
Agreement used the term "department head" when referring to the City Clerk's
classification level. The City's commonly refers to this level as a "department director."
Consequently, the amendment reflects that these two terms are synonymous for
purposes of the Employment Agreement.

Fiscal Impact
The proposed amendment provides for a salary increase of $15,000.
Recommendation
That the City Council and Agency Board approve the First Amendment to Employment
Agreement and authorize the Mayor and Chairwoman to execute the same.

FIRST AMENDMENT TO CITY CLERK EMPLOYMENT AGREEMENT
This First Amendment to the City Clerk Employment Agreement (the "Amendment "),
dated as of December 13, 2011 (the "Effective Date), is by and among the City of Lake
Elsinore ( "City ") and the Lake Elsinore Redevelopment Agency (the "Agency "), on the one
hand (the Agency and the City are collectively referred to herein as "Employer "), and
Virginia Bloom ( "Employee "), on the other hand.
RECITALS
A. Employee serves as City Clerk of the City and Secretary of the Agency by
way of an Employment Agreement dated for identification purposes as of January 25, 2011
by and between Employer and Employee (the "Agreement ").
B. On October 25, 2011 and November 8, 2011, the City Council evaluated the
performance of Employee and authorized the City Attorney to prepare this First
Amendment to the Agreement.
AGREEMENT
1. Subparagraph (a) of Section 2 "Term" is hereby amended as follows:
"a. The term of this Agreement (the "Term ") shall be extended to
January 31, 2015."
2. The first paragraph of Section 6 "Salary" is hereby amended as follows:
"Commencing February 1, 2012, Employer agrees to pay Employee
for her services in the capacity of City Clerk of the City and Secretary
of the Agency an annual base salary equal to $80,000, payable in
installments at the same time as other employees of Employer."
3. As used in the Agreement, the term "department head" shall be synonymous
with and shall mean "department director."
4. Except as provided herein, the terms and conditions set forth in the
Agreement shall remain in full force and effect.

IN WITNESS WHEREOF the parties have caused this First Amendment executed
on December _, 2011.
