Honorable Chairman and Members of the Lake Elsinore Planning Commission:
Subject: Tentative Parcel Map No. 36304: A Request to Subdivide Existing 3.17 Acre Site into
Three Parcels.
As owners of the property adjacent to the proposed subdivision, we respectfully submit the
following objections to the proposal before the committee:
1. Erosion Problem: Mud, rocks, and other debris from the subject property are being
transported by erosion onto public and private property, both in the front of the existing
lot on Via Del Lago, and also on the cut hillside directly above pool and patio area of the
adjacent private property at 5 Via Del Lago. This erosion is due to the grading of the
new proposed lots that was already completed under the guise of building two separate
sports courts. further development of these lots into separate residential sites will
exacerbate this problem.
2. Property Values: Tuscany Hills Estates is a small community of 22 homes. This area was
marketed by the original builder, Curtis Development, as estate view homes with large
lots and an ambiance of open rural space. Allowing the property at 7 Via Del Lago to be
subdivided will set a precedence whereby other homeowners in the community may
decide to also subdivide. This would destroy the original culture of the community,
allow for a neighborhood of higher density than originally intended, and thus lower the
property values in the neighborhood.
Also, proposed parcel 2 residence would look directly down on the backyards of private
homes at 5 Via Del Lago and 3 Via Del Lago, eliminating the privacy currently afforded
the homeowners. In addition, the erosion on the natural hillside that was destroyed by
the completed grading of the proposed parcel has destroyed the natural beauty of the
area. Both the privacy issue and the erosion /eye -sore of the hillside issue have, and will
continue to, devalue the properties at 5 and 3 Via Del Lago specifically.
3. Environmental Study: Due diligence has not been employed in completing a fair and
adequate environmental study of the area in question. Certain animal habitats,
especially the burrowing owl habitat, could not have been accurately determined in the
recent study. When the "sports pads" were graded, any natural habitats were
destroyed. Any environmental study done soon after that time would not accurately
reflect animal habitat that would naturally occur before the grading and after a
reasonable amount of time after the grading.
4. Affected Community Input: Due diligence has not been employed in notifying and
soliciting input from all property owners in the Tuscany Hills Estates community. As the
proposal sets precedence for altering the specific plan of the neighborhood, ample and
timely notification must be given for all members of the community to have input into
the process.
