The City of Lake Elsinore appreciates your attendance. Citizens' interest provides the
Council and Agency with valuable information regarding issues of the community.
Meetings are held on the 2nd and 4 Tuesday of every month. In addition, meetings are
televised live on Time Warner Cable Station Channel 29 and Verizon Subscribers can
view the meetings on Channel 31.
If you are attending this City Council Meeting, please park in the parking lot across the
street from the Cultural Center. This will assist us in limiting the impact of meetings on
the Downtown Business District. Thank you for your cooperation.
The agenda is posted 72 hours prior to each meeting outside of City Hall and is
available at each meeting. The agenda and related reports are also available at the
City Clerk's Office on the Friday prior to the Council meeting and are available on the
City's web site at www.lake- elsinore.orq. Any writings distributed within 72 hours of the
meeting will be made available to the public at the time it is distributed to the City
Council.
In compliance with the Americans with Disabilities Act, any person with a disability who
requires a modification or accommodation in order to participate in a meeting should
contact the City Clerk's Office at (951) 674 -3124, ext. 262, at least 48 hours before the
meeting to make reasonable arrangements to ensure accessibility.

a) Joint City Council /Redevelopment Agency meeting of December 11, 2007.
b) Regular Meeting of December 11, 2007
Recommendation: Approve as submitted.
(9) Warrant List Dated December 13, 2007.
Recommendation: Authorize payment of Warrant List dated December 13,
2007.
(10) Disposal of Government Code Books and Surplus Electronics as Scrap
Recommendation: Approve disposal of surplus Government Code Books and
electronics equipment to be scrapped as surplus equipment and e- waste.
(11) Appeal of Massage Technician's Business License Denial
Recommendation: The City Council uphold the Police Department's denial of the
Massage Technician Business License.
(12) Washington, D.C. Lobbying Delegation Travel Request and Preauthorization
Recommendation: Preauthorize travel request and related expenses to
Washington, D.C. for appropriations meetings between congressional
representatives and the City's lobbying delegation.

(13) Resolution Determining the Validity of Prior Proceedings Relating to Annexation
of Property into City of Lake Elsinore Community Facilities District No. 2003 -1
(Law Enforcement, Fire and Paramedic Services); Call a Special election;
Canvas Election Results; Authorizing Levy of Special Taxes for CFD 2003 -1
Annexation Area No. 24 (River's Edge)
Recommendations:
a) Open the public hearing and take testimony.
b) Close the public hearing.
c) Waive further reading and adopt a resolution determining the validity of
prior proceedings relating to annexation of property into City of Lake
Elsinore Community Facilities District No. 2003 -1 (Law Enforcement, Fire
and Paramedic Services).
d) Waive further reading and adopt a resolution acting on behalf of City of
Lake Elsinore Community Facilities District No. 2003 -1 (Law Enforcement,
Fire and Paramedic Services) calling a special election.
e) Waive further reading and adopt a resolution acting on behalf of City of
Lake Elsinore Community Facilities District No. 2003 -1 (Law Enforcement,

Recommendations:
a) Open the public hearing and take testimony.
b) Close the public hearing.
c) Waive further reading and adopt a resolution approving Fee Deposit and
Reimbursement Agreements relating to the City of Lake Elsinore
Community Facilities District No. 2007 -5 (Red Kite).
d) Waive further reading and adopt a resolution determining the validity of
prior proceedings and establishing City of Lake Elsinore Community
Facilities District No. 2007 -5 (Red Kite).
e) Waive further reading and adopt a resolution to incur bonded indebtedness
in the amount not to exceed $2,500,000 within the City of Lake Elsinore
Community Facilities District No. 2007 -5 (Red Kite) and Calling a Special
Election.
f) Waive further reading and adopt a resolution canvassing the results of the
Special Elections held within the City of Lake Elsinore Community
Facilities District No. 2007 -5 (Red Kite).
g) Waive further reading and introduce an ordinance authorizing the levy of a
services special tax and a special tax.
(17) Resolution Approving the Annexation of Territory and the Levy of Assessments
for Lake Elsinore Landscape and Street Lighting District No. 1 as Annexation
Area No. 21 (Diamond Professional Plaza) Pursuant to the Landscape and
Lighting Act of 1972
Recommendations:
a) Open the public hearing and call for testimony.
b) Close the public hearing.
c) Direct the City Clerk to open sealed ballot(s), tally vote(s), announce the
vote tally and state whether a majority protest exists.
d) If no majority protest exists, then by motion, waive further reading and
adopt a resolution approving the annexation of territory and the levy of
assessments for Lake Elsinore Landscape and Street Lighting District
No.1.
BUSINESS ITEMS
(18) Introduction of an Ordinance Adding Chapter 10.40 to the Lake Elsinore
Municipal Code Regarding the Regulation of Newsracks in Public Rights -Of -Way
Recommendation: Waive further reading and introduce an ordinance adding
Chapter 10.40 to the Lake Elsinore Municipal Code regarding the regulation of
newsracks in public rights -of -way.
(19) Residential Design Review 2006 -03 for an Eighteen Unit Apartment Complex
Recommendations:
a) Waive further reading and adopt a resolution adopting the findings that the
entitlement is consistent with the Multiple Species Habitat Conservation
Plan (MSHCP).
b) Waive further reading and adopt a resolution approving Residential
Design Review No.2006 -03.
(20) Council Appointments to Various Organizations
Recommendation: Waive further reading and adopt a resolution confirming the
appointment of delegates and alternates as official representatives of the City.

ADJOURNMENT
The Lake Elsinore City Council will adjourn to an adjourned regular meeting to discuss
the mid -year budget to be held on Tuesday, January 17, 2008, at 5:00 p.m. to be held in
the Cultural Center located at 183 N. Main Street, Lake Elsinore, CA 92530.
