Good Afternoon Everyone:
The items listed below are all correct with some revision. I have only a few comments:
1) With respect to the Agency Open Session items: These could all be Business Items. The three
items identified as Consent Calendar can legally be Consent — the only issue is whether they
are of such significance that the Executive Director or Chairman would prefer they be Business
Items. I will defer to Bob to make that judgment.
2) The Redevelopment Plan Update should definitely be calendared as a Business Item, but
should be prepared as a Joint City Council /Redevelopment Agency Report — both entities take
an action as shown below. Once I complete my work, our consultant will have to make
revisions to his documents — depending on his schedule, we may need to postpone this item
until the November 25 meeting. With your indulgence, I really would like to go this meeting
and will keep you posted with our progress.
3) I am behind on the BRIDGE item as well and am working as fast as possible. The BRIDGE
items, may be combined into one report and the recommendations may change slightly (Steve
and I will talk and finalize the Agency description as soon as possible).

Recommendation: Staff Recommends the Agency adopt the attached Resolution
accepting the proposed Amended and Restated Redevelopment Plans for the Lake Elsinore
Rancho Laguna Redevelopment Project Areas No. I, No. II and No. III and the Initial Study
and Negative Declaration prepared in connection therewith and referring the Amended and
Restated Redevelopment Plans and the Initial Study and Negative Declaration to the Planning
Commission for its report and recommendation and to all affected taxing entities and other
interested persons for their information.
