WHEREAS, Roger and Dolores Mayhall opened their print shop on August
18, 1958, and for the last 50 years has been an integral part of the continued growth
and prosperity of our community; and
WHEREAS, Roger and Dolores Mayhall, while busy raising three children;
Wayne, Michael and Cathy, they also published The Valley Tribune and La Laguna
Revue, were involved with the Lake Elsinore Rotary Club, the Lake Elsinore Valley
Chamber of Commerce and the Downtown Business Association; and
WHEREAS, Mayhall Printing has provided steady and gainful employment to
many of the Lake Elsinore residents, thus contributing to the area's economy, and has
been an important factor in the continued vitality of the downtown business district;
and
WHEREAS, Mayhall Printing has demonstrated in many ways its acceptance
of a role of responsibility in the economic and social growth of our community which
deserves public expression of appreciation; and
WHEREAS, the City of Lake Elsinore and surrounding communities salute
Mayhall Printing for its many years of dependable service, and for the position of
leadership in the progress and economic growth of the area.
NOW, THEREFORE, BE IT RESOLVED, that I, Daryl Hickman, Mayor of
the City of Lake Elsinore„ on behalf of the entire City Council and residents of Lake
Elsinore, this 23rd Day of'September 2008, do hereby extend to Mayhall Printing our
deep appreciation for their many contributions to the Community and congratulate
Mayhall Printing for providing 50 years of devoted service.

As discussed with your office this afternoon, we are requesting your consideration of a Proclamation
from the City of Lake Elsinore for the upcoming "Operation School Bell" national anniversary of 50
years serving needy children. More specifically, our chapter has been serving the school districts in
Riverside County in the cities of Lake Elsinore, Temecula, and Murrieta. Our chapter has been clothing
school children in need since November 1989. For the last several years, we have clothed
approximately 1,100 to 1,200 elementary and middle school children each year.

Operation School Bell is our main philanthropic project and demands the major part of our budget. It is the
national project of National Assistance League®. The purpose of the program is to enhance self - esteem,
promote learning, and encourage regular school attendance.
Operation School Bell provides brand new clothing to underprivileged children referred to us by health clerks
from four school districts in the area. Volunteers also coordinate with Head Start and Healthy Start to clothe
pre- school children.
With the individualized attention of Assistance League of Temecula Valley volunteers, each child selects
three shirts, three pairs of pants, a jacket, a sweatshirt, a pair of athletic shoes, six pairs of socks, six pairs of
underwear and a backpack. Each backpack contains a hygiene kit consisting of a bar of soap, a washcloth, a
bath towel, toothpaste, toothbrush, comb and brush, deodorant (middle school children), a notebook, pencils
and erasers. In addition, children pick out a new book provided by the Assisteens® philanthropic project,
Operation Book Worm. The cost to clothe one child is approximately $75 -$85. Clothing is purchased at
wholesale with funds raised by Assistance League of Temecula Valley volunteers and generous donations
from the community.
Assistance League of Temecula Valley adopted the project in 1989, and since then more than 11,339 children
have enjoyed visiting our chapter house for a very special opportunity to try on and receive brand new
clothing that fits. Many children have never had new clothing of their very own. Our rewards are the smiles
on the children's faces when they leave with their new clothes.

Below are some thoughts for the commendation we discussed for the Library. If you have any
comments, please let mw know.
"WHEREAS, Altha Merrifield began her career as librarian in 1908 in C. S. Merrifield's hardware store
(her father) on Main Street,
"WHEREAS, when the building burned to the ground, Altha Merrifield continued to serve as librarian in
other locations until 1923 when she temporarily left the valley,
"WHEREAS, the community recognized the need for a permanent home for the library and in 1949
plans were adopted for a new library building on West Graham Avenue,
"WHEREAS, Altha Merrifield Cauch returned in 1938 to her old position and served continuously as
librarian from then until 1968 when the local library became a part of the Riverside County Library
system and, during a portion of those 30 years, the library was located in City Hall,
"WHEREAS, the new Graham Avenue home for Elsinore Public Library was opened to the public on
February 26, 1955,
"WHEREAS, the Elsinore Public, Library moved to its present location in October 1998,
"WHEREAS, the Elsinore Public. Library is celebrating 100 years serving the Lake Elsinore on
September 25, 2008,

Library volunteers be commended for their dedicated service to the community with outstanding
programs, books, and computer training to the library users."
