Project Description: A request to construct a 4,270 square foot, commercial building with a drive
thru component. The site is located within the TC (Tourist Commercial)
zoning district and has a General Plan designation of TC (Tourist
Commercial) located at North Main Street, within the Historic Downtown
District.
Applicable Development Standards Include Chapter 17.74 (Conditional Use
Permits), Chapter 17.38 (Non - residential Development Standards), Chapter
17.54 TC (Tourist Commercial District), and Chapter 17.66 (Parking
Requirements) of the Lake Elsinore Municipal Code.
The proposed project qualifies for a categorical exemption pursuant to
Section 15301 (Existing Facilities) of the California Environmental Quality Act
(CEQA). Therefore, no further environmental review is necessary.
Project Location: The project site is located on the East side of N. Main Street; South of Pottery
Street, within the Historic Downtown District, (APN: 377 -243 -002; 003; 004;
005).
"If you challenge the (nature of the proposed) action in Court, you may be limited to raising only
those issues you or someone else at the public hearing described in this notice, or in written
correspondence delivered to the Planning Commission at, or prior to, the public hearing."
ALL INTERESTED PERSONS are invited to attend this hearing and express opinions upon the
item listed above, or to submit written comments to the Planning Division prior to this date.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Lake Elsinore City Council will hold a public
hearing on June 10, 2008, at the Lake Elsinore Cultural Center, 183 North Main Street,
Lake Elsinore, California, at 7:00 p.m. to consider the following item:
SUBJECT: Mitigated Negative Declaration No. 2006 -03. The applicant
requests the Planning Commission consider the adequacy of the
Draft Mitigated Negative Declaration and ultimately recommend
- that the City CouncW certify Mitigated Negative Declaration No.
2006 -03. Mitigated Negative Declaration No. 2006 -03 was prepared
pursuant to Article 6 (Negative Declaration Process) and Section
15070 (Decision to Prepare a Negative Declaration) of the
California Environmental Quality Act (CEQA).
Tentative Tract Map No. 35869 (For Condominium Purposes).
The applicant is requesting approval of Tentative Tract Map 35869
(For Condominium Purposes) pursuant to Section 16 "Subdivisions"
of the Lake Elsinore Municipal Code (LEMC), and Chapter 17.39
(Condominiums and Condominium Conversions), LEMC, and
Section(s) 66424 and 66427 of the California Subdivision Map Act
(CSMA).
Planned Unit Development No. 2008 -01. The applicant is
requesting approval of PUD No. 2008 -01 that proposes to combine
six (6) "work/live" units with twenty -five (25) conventional townhome
units. A recreation center will also be included. Review is pursuant
to Chapter 17.37, Planned Unit Development Overlay District of the
Lake Elsinore Municipal Code (LEMC) that provides a mechanism
to allow for the mixing and clustering of land uses that are
traditionally prohibited by conventional zoning.
Conditional Use Permit No. 2006 -06. The applicant is requesting
the approval of a conditional use permit to allow for the
development of the 31 individually owned condominium unit
development. The review and analysis is pursuant to Chapter
17.74, Condominium & Condo Conversion and 17.74 (Conditional
Use Permits) of the LEMC.
Residential Design Review No. 2006 -07. The applicant is
requesting review and approval of a thirty -one (31) unit
condominium project on an approximately 4.9 acre site. Six (6)
units will be Mixed Use Commercial type units allowing for a
commercial /retail use within the first floor of each unit. Twenty -five
