Citizens' interest provides the Commission with valuable information regarding issues of the community. If you are attending this Joint City Council /Planning Commission Meeting, please park in the parking lot across the street from the Cultural Center. This will assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available at the City Clerk's Office on the Friday prior to the Council meeting and are available on the City's web site at www.Iake- elsinore.orq. Any writings distributed within 72 hours of the meeting will be made available to the public at the time it is distributed to the City Council. In compliance with the Americans with Disabilities Act, any person with a disability who requires a modification or accommodation in order to participate in a meeting should contact the City Clerk's Office at (951) 674 -3124, ext. 262, at least 48 hours before the meeting to make reasonable arrangements to ensure accessibility. REPORT TO CITY COUNCIL AND PLANNING COMMISSION TO: HONARABLE MAYOR AND MEMBERS OF THE CITY COUNCIL HONARABLE CHAIRMAN AND MEMBERS OF THE PLANNING COMMISSION FROM: ROBERT A. BRADY CITY MANAGER DATE: MAY 13, 2008 SUBJECT: HOUSING ELEMENT UPDATE BACKGROUND Pursuant to Section 65300 of the State of California Government Code, cities are mandated to prepare and adopt General Plans (Comprehensive Plans) which lay the foundation for the long -term, future growth and physical development of the community through policy goals and statements. Of the seven required General Plan elements, only the Housing Element is required to be updated on a regular basis. The last update of Lake Elsinore's Housing Element occurred in 2002. Upon completion, the current update will cover the 2008 through 2014 cycle. The Housing Element Update process has been ongoing since March of this year. Since that time, the City's Housing Element Update consultant, Hogle Ireland, in conjunction with staff, have begun to compile and analyze information related to Regional Housing Needs Assessment (RHNA) numbers, opportunities in the current General Plan Update, and housing estimates for Lake Elsinore and Riverside County. A public outreach meeting will also be scheduled and properly noticed as part of the Housing Element Update process. A brief PowerPoint presentation will be provided at the study session to review housing needs defined by the RHNA for 2008 -2014, specifics of State law that the Housing Element must address, and how the Housing Element integrates with the balance of the General Plan.
