SUBJECT: AUTHORIZATION FOR CITY MANAGER TO ENTER INTO
CONTRACT WITH MATTHEW FAGAN CONSULTING SERVICES
TO PREPARE CEQA COMPLIANCE DOCUMENTS FOR THE
PROJECT KNOWN AS THE "WAKE RIDER BEACH RESORT"
LOCATED AT 15712 GRAND AVENUE (APN: 381-030-005)
Background
The City of Lake Elsinore serves as the lead agency to evaluate the environmental
impacts of development projects proposed within the City. The Community
Development Department is responsible for the preparation of the necessary
information and, depending on the scope and size of the project, will either prepare the
environmental documents in-house or have a consultant prepare the documents and
studies. The cost of preparing the environmental analysis is paid for by the project
applicant (John Gamble/Wake Rider Beach Resort) through the application fee process.
The project application is attached for reference.
Discussion
Pursuant to the California Environmental Quality Act (CEQA), a determination on the
appropriate type of CEQA document will be made by Staff upon completion of an Initial
Study (IS) and supporting technical studies. Should the IS provide evidence that all
impacts are less than significant or can be mitigated to a level of less-than-significant, a
Mitigated Negative Declaration (MND) will be the appropriate CEQA document for the
proposed project. However, should the IS conclude that there will be potentially
significant impacts that cannot be mitigated, an Environmental Impact Report (EIR) will
be prepared. Based upon the size of the project, and the anticipated level of
significance of impacts, the scope prepared by the consultant estimated the costs
associated with preparation of an MND (see attached). Should an EIR be required, this
contract could be amended by the City Council in the future.

Because of Matthew Fagan Consulting Services extensive past experience associated
with CEQA document preparation, Staff concurs that contracting with Matthew Fagan
Consulting Services is the best approach towards CEQA compliance for this project.
The proposed cost of preparing the environmental review is not to exceed $16,960.
Fiscal Impact
The cost of preparing the environmental review will be paid by fees collected from the
developer through the City's cost recovery program. All staff administrative time and
consultant costs are paid from the applicant's fees. There is no cost to the City.
Recommendation
Staff recommends that the City Council authorize the City Manager to enter into a
contract with Matthew Fagan Consulting Services to prepare the CEQA compliance
documents for the Wake Rider Beach Resort project, in an amount not to exceed
$16,960.

Project Name: Wake Rider Beach Resort - Lake Elsinore
The above referenced project is proposed for a 5.3 acre site fronting on Grand
Ave. with 168 feet of lake frontage. The proposed project will replace and update an
existing motel development that has been demolished.
The proposed project consists of a 4327 square foot, 2-story commercial building
with sit down and drive through retail food (coffee shop) on the first floor and
professional office on the second floor. This building is within the 191 foot deep
commercial zone of the property with frontage along Grand Avenue.
The middle portion of the site is currently zoned `residential' where a hotel use is
proposed to replace and update the demolished motel development that existed on the site.
The three hotel buildings as proposed contain normal hotel accessory uses and 50 hotel
units.
The easterly portion of the site lies in a recreational zone with 168 feet of lake
front beach. The beach area will provide typical lake front/beach recreational uses; such
as sunbathing, swimming, volleyball along with a floating dock for mooring small
watercraft along with a boat fueling station, fishing and swimming. Renting of small
watercraft is also proposed. An 7022 square foot, two story restaurant, bar and
convenience store building with outdoor seating is also proposed within the recreation
zone.
The building, landscape, hardscape and pool-area design as proposed will provide
a relaxed and casual semi-Polynesian style of architecture and outdoor ambience.
All of the buildings will be designed to provide a superior level of energy
efficiency and `green' construction methods and materials.
The following design features are identical or similar to the previously approved
projects for the site: (Shore Haven & Grand Ave. Multi-Family):
I . Driveway widths and vehicular circulation configuration.
2. Fire access and `hammerhead' tum-a-round.
3. Porous paving at parking stalls.
4. AC paving at driveways.
5. Height of buildings.
6. Roofing material.
7. Use of stucco on exterior of buildings.
8. Landscape concept.

SUBJECT: Proposal/Scope for Preparation of Environmental Documentation for a proposed
Wake Rider Beach Resort Project located on a 4.87-acre parcel located on the
northeast side of Grand Avenue (SR74), and known as Assessors Parcel
Number 381-030-005, City of Lake Elsinore, Riverside County, CA.
Dear Mr. Coury:
The City of Lake Elsinore is requesting that Matthew Fagan Consulting Services (MFCS)
provide a proposal to assist the City of Lake Elsinore in conducting an environmental review for
the above referenced Project. The Project site had an approval for a different type project in
2008. Based on our phone conversations, due to the changes in the project, the prior adopted
Mitigated Negative Declaration is no longer applicable.
You requested that Matthew Fagan Consulting Services (MFCS) provide the City with support in
preparing environmental documentation that will determine whether the impacts of the proposed
Project will require the adoption of a Negative Declaration or certification of an environmental
impact report (EIR). This proposal outlines the work effort that I believe will be necessary to
provide sufficient environmental consulting support to achieve the goal of complying with the
California Environmental Quality Act (CEQA) for this project. I propose to implement the
following tasks to determine the type of environmental determination required for the proposed
Project.
Task 1: Prepare a project description.
MFCS will compile all relevant data regarding the proposed Project. I anticipate that this effort
will require one interview with the City and applicant to define a comprehensive construction
scenario.
Task 2: Prepare an Initial Study in conformance with the State CEQA Guidelines.
Utilizing the project description, MFCS will prepare a detailed Initial Study that will forecast the
potential impacts of the Proposed Project, including site specific environmental resource issues
and determine the appropriate CEQA documentation that will need to be developed. It is not
anticipated that one will be required; however, if an EIR should be required, an additional scope
and contract will be necessary.
Certain technical studies may be required for this project and the fact that the applicant may be

able to provide certain data for the Initial Study. It is my opinion that the following studies and/or
update letters may be required:
1. General Biological
2. Hydrology;
3. Water Quality Management Plan (WQMP);
4. Traffic/Circulation;
5. Soils/Geotechnical Report,
6. Air Quality;
7. Greenhouse Gas Emissions, and
8. Noise.
Task 3: Assist the City to process the recommended CEQA determination for the
Proposed Project.
Working with the City and applicant, MFCS will support public circulation of the Initial Study for
the proposed Project; prepare the mitigation monitoring and reporting program; respond to
comments; attend up to two (2) hearings for the proposed project before the City; and prepare
the Notice of Completion (NOC), Notice of Intent (NOI) and Notice of Determination (NOD).
BUDGET ESTIMATE
MFCS proposes to accomplish the above-detailed tasks on a lump sum basis, in the amount of
$16,960.00 (includes reimbursable expenses), to accomplish this scope of work to prepare an
IS/MND. Progress billings will be submitted to the City on a monthly basis.
