SUBJECT: REDEVELOPMENT AND HOUSING IMPLEMENTATION PLAN
2009 -2014
Background
The Redevelopment Agency of the City of Lake Elsinore is vested with the responsibility
to carry out the functions and requirements of the California Community Redevelopment
Law ( "CRL ") and to implement the Redevelopment Plans for each of the City's three (3)
Redevelopment Project Areas.
The CRL requires every redevelopment agency to prepare and adopt a Five -Year
Implementation Plan outlining (1) the agency's goals and objectives for the project area,
(2) proposed programs, projects and estimated expenditures over the next five years,
and (3) the agency's affordable housing goals and objectives, status of the Low and
Moderate Income Housing Fund and the agency's inclusionary housing requirements.
In accordance with these requirements, the Redevelopment Agency of the City of Lake
Elsinore adopted a Housing and Redevelopment Implementation Plan in December
1994 and again in January 2000. The current 2005 -2009 Implementation Plan was
adopted in November 2005 and amended and restated in March 2009.
An updated Redevelopment and Housing Implementation Plan 2009 -20014 (the
"Implementation Plan ") has been prepared and submitted to the Agency for
consideration. A copy of the Implementation Plan is on file with the Agency
secretary/City Clerk as a public record.
Discussion
During the term of the 2005 -2009 Implementation Plan, the Agency has maintained its
goals and objectives and has undertaken projects and activities in furtherance of those
goals and objectives. Among these accomplishments, is the adoption of the Amended
and Restated Redevelopment Plans for each of the Agency's three Redevelopment

Project Areas and approval of a Disposition and Development Agreement for the
development of a new affordable housing project commonly known as "Pottery Court."
The current recession has stalled development within the Redevelopment Project Areas
which, together with a loss of funds to the State of California, will negatively impact the
Agency's projected tax increment revenues. Despite these challenges, the Agency is
expected to be able to meet all of its financial obligations, including debt service, pass -
through obligations, and contractual commitments, including contingent liabilities. The
most recent housing development and tax increment projections as well as the
Agency's projected expenditures are incorporated into the Implementation Plan.
As development activity increases, the Agency's tax increment revenues are expected
to increase and the Agency should be better able to pursue new projects, programs and
activities to implement Agency goals and objectives.
As required by law, notice of the public hearing has been given by publication and
posting. The public hearing, originally scheduled for December 8, 2009 was continued
to December 22, 2009.
Fiscal Impact
None.
Recommendation
Conduct the public hearing for consideration of the Implementation Plan and adopt the
attached Agency Resolution adopting the Redevelopment and Housing Implementation
Plan 2009 -2014 in accordance with California Health & Safety Code Section 33490.

RESOLUTION NO. 2009-
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, ADOPTING THE REDEVELOPMENT
AND HOUSING IMPLEMENTATION PLAN 2009 -2014 IN
ACCORDANCE WITH CALIFORNIA HEALTH & SAFETY CODE
SECTION 33490
WHEREAS, the Redevelopment Agency of the City of Lake Elsinore ( "Agency ")
is a pubic body, corporate and politic, organized and existing under the Community
Redevelopment Law of the State of California (Cal. Health & Safety Code §§ 33000 et
seq.: "CRL "); and
WHEREAS, Assembly Bill 1290, enacted by the State of California effective
January 1, 1994, amended Section 33490 of the CRL to require that on or before
December 31, 1994 each redevelopment agency that has adopted a redevelopment
plan prior to December 31, 1993, adopt after a public hearing, an implementation plan
that shall contain goals and objectives of the agency for the project area(s), programs,
including potential projects and expenditures proposed to be made during the next five
years, and an explanation of how the goals, objectives, programs and expenditures will
eliminate blight and implement the agency's low and moderate income housing
obligations; and
WHEREAS, commencing in December 1994, the Agency has adopted a
Redevelopment and Housing Implementation Plan every five years and conducted a
mid -term review in compliance with the requirements of Section 33490 of the CRL; and
WHEREAS, an updated plan entitled "Redevelopment and Housing
Implementation Plan 2009 - 2014" (the "Implementation Plan ") covering each of its three
Redevelopment Project Areas I, II, and III in compliance with the requirements of
Section 33490 of the CRL has been prepared and submitted to the Agency and is on file
as a public record in the office of the Agency Secretary/City Clerk; and
WHEREAS, a public hearing to receive testimony, consider and adopt said
Implementation Plan was scheduled and duly noticed for December 8, 2009 in
accordance with the publication and posting requirements of the CRL and continued to
December 22, 2009; and
WHEREAS, the adoption of the Implementation Plan does not constitute a
project with the meaning of Public Resources Code Section 21000 et seq. "California
Environmental Quality Act ").
NOW, THEREFORE, THE REDEVELOPMENT AGENCY BOARD DOES
HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. The Redevelopment and Housing Implementation Plan 2009 -2014
is hereby adopted in satisfaction of Health & Safety Code Section 33490.

SECTION 2. The Agency Secretary shall certify to the passage and adoption of
this resolution and the same shall thereupon take effect and be in force.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Redevelopment Agency of the City of Lake Elsinore, California, this 22 day of
December, 2009.
