BRADY CITY MANAGER DATE: DECEMBER 22, 2009 SUBJECT: PARTICIPATION IN SOUTHWEST CITIES COALITION Background On November 5, 2009 City Council members and City Managers from Canyon Lake, Lake Elsinore, Menifee, Murrieta, Temecula and Wildomar met to discuss the formation of a group to address regional issues of mutual interest in Southwest Riverside County. The City Managers were directed to move forward with proposing a structure for this group including representation and goals. The group has been named the Southwest Cities Coalition. This effort is not meant to become a substitute for countywide coalitions such as Western Riverside Council of Government (WRCOG) or Riverside County Transportation Commission (RCTC). Discussion On November 23 the City Managers met to discuss the next steps and the framework of the organization. The City Managers discussed having each city represented by two Council members and the City Manager. The meetings would be informal and rotate amongst the cities on a quarterly basis. The first meeting would be held at the end of January, 2010. The chair of the meetings would be a Council member from the hosting city. Topics that may be discussed by the group include economic development, transportation, legislation, public safety, water issues (conservation, storm runoff, etc.), higher education, resource sharing and medical services. Fiscal Impact There would be no fiscal impact to the City at this time. Recommendation It is recommended that the City Council appoint two members and the City Manager to the Southwest Cities Coalition Subcommittee. Prepared and Approved by: Robert A.
