LANDSCAPING

BACKGROUND
The Western Riverside Council of Governments (WRCOG), in conjunction with the
Riverside County Water Task Force, drafted a water efficient landscape ordinance,
which meets the requirements which are consistent with the California Department of
Water Resources (DWR) Updated Model Water Efficient Landscape Ordinance.
WRCOG's ordinance was drafted to meet the State's water efficient landscaping
requirements as well as to reflect the climate and landscaping requirements of Western
Riverside County.
WRCOG sent out the draft ordinance to municipalities within Riverside County (with a
recommendation of adoption); in order to ensure uniformity in water efficient
landscaping requirements throughout the region.
On November 17, 2009 the Planning Commission made a recommendation to the City
Council to reject WRCOG's model ordinance and instead adopt the State (DWR) model
water efficiency ordinance. In addition, the Planning Commission instructed staff to
begin customizing a model efficient landscape ordinance exclusively for the City of Lake
Elsinore.

RECOMENDATION
Staff requests that the City Council continue Zoning Ordinance Text Amendment
No. 2008 -04 to the December 22, 2009 City Council meeting. This will provide staff
sufficient time to prepare and provide the November 17, 2009 Planning Commission
meeting minutes as well as provide the City Council with an overview of the Planning
Commission's extensive comments concerning the proposed draft ordinance and
alternative recommendation.
