SUBJECT: USE OF MEASURE A TO FUND REPLACMENT OF SURVEY
MONUMENTS
Background
In 1995 the Public Works Division, in an effort to reduce dust and improve safety,
implemented a project to pave various streets within the Country Club Heights area of
the City. In this project, several surveying monuments were inadvertently destroyed.
City staff was notified by the Joint Professional Powers Committee (JPPC) that these
monuments were required to be restored. For the past 2- years, staff has been working
with the JPPC as well as the Board of Registration for Professional Engineers and Land
Surveyors, "Board ", to identify the locations at which the monuments need to be
replaced.
Discussion
Survey monuments are placed in various locations throughout the City and they are
used as reference points in surveying descriptions for parcels of properties. Under the
auspices of the City Engineer, the City is responsible to maintain these monuments in
the field, as well as the records describing their locations. Staff is proposing to use
$35,000 of Measure A funds to begin the monument replacement process. There were
thirty -five (35) monuments identified as being lost or destroyed and costs to replace
these monuments will vary. Staff is anticipating the average cost to replace each
monument to be approximately $3,500 depending on the location and detail of the legal
description.

Fiscal Impact
The proposed cost for this phase of monument replacement is $35,000 from the
Measure A funds.
Recommendations
1. Approve the use of Measure A funds in an amount not to exceed $35,000.
2. Authorize staff to prepare and distribute a Request for Proposals soliciting
qualified Land Surveyors to submit qualifications and fee schedules for this work.
