BRADY CITY MANAGER DATE: OCTOBER 13, 2009 SUBJECT: SAFE CANDY NIGHT Background The City's Annual "Safe Candy Night" Event is scheduled for Saturday, October 24, 2009, between 4 p.m. to 8 p.m., on Main Street in Historic Downtown. The event will feature trick or treating, fun activities, carnival games and a costume contest. This event, now in its tenth year, offers a safe place for children and families to enjoy a Halloween themed holiday. Members of the Downtown Merchants Association (DMA) and local Main Street businesses will stay open and pass out candy and goodies to eager youngsters in costume. This event typically draws 3,000 — 3,500 children and parents. This year's event has expanded to include fun for the adults, with a Route 395 Halloween Hot Rod Show featuring pre- 70's cars, live stage music and street vendors. Community clubs and groups have been invited to join in the event by hosting carnival games at City Park or by passing out treats on Main Street. City sponsored activities include carnival booths, jump house, face painting and an inflatable obstacle course. Recreation staff will offer carnival games, with interactive activities at City Park from 4:30 p.m. to 6 p.m. The annual Costume Contest will begin at 6 p.m. for children between the ages of 2 to 12 years of age. Discussion The Sheriff's Department, Public Works Department, and the Parks & Recreation Department will coordinate resources to ensure the City's Safe Candy Night is a memorable Halloween experience for everyone. In order to ensure the safety of the participants, Staff is recommending the closure of Main Street from Library Avenue to Graham Ave. with traffic detours at Graham and Lakeshore Dr. The street closures will begin at 1:00 p.m. and reopen at 9:00 p.m. CC October 13, 2009 Item No. 6 Page 1 of 4 The DMA is responsible for all expenses associated with the Costume Contest and prizes. The DMA is also sponsoring the set up of the Car Show, vendor set up, and staged live music. In -kind service from the City includes: the personnel to setup street closure signage, supervision of the activity /amusement area and assistance to the DMA with the costume contest. In addition, the Sheriff's department will provide law enforcement for the event. Fiscal Impact Funds for this year's Safe Candy Night event have been included in the Parks & Recreation Department's budget. The total cost of supplies and in -kind services is estimated at $5,467.00. Recommendation Approve street closure for Sulpher from Spring Street to Main Street; for Limited Ave from Spring Street to Main Street and Main Street from Library Avenue to Graham Ave, with traffic detours at Graham Ave Avenue and Lakeshore Drive on Saturday, October 24, 2009 from 1 — 9 p.m. for the Safe Candy Night Event.
