BRADY CITY MANAGER DATE: OCTOBER 13, 2009 SUBJECT: PROPOSED INSTALLATION OF STOP SIGNS AT THE INTERSECTION OF LA STRADA AND SUMMERHILL DRIVE Background A stop sign has been requested for the Summerhill legs of the intersection at Summerhill Drive and La Strada in the Tuscany Hills area of the City. This intersection is crossed by many residents who walk to the Summerhill Park and children who walk to /from Tuscany Hills Elementary School, located adjacent to the park. Discussion According to Lake Elsinore Municipal Code section 10.16.030, the City Council may designate any local street intersection as a stop intersection and direct the placement of stop signs at one or more entrances thereto. In order to do so, the City Council must first (1) receive a traffic study report from the Director of Public Services concluding that the stop sign is warranted and (2) designate the intersection as a stop intersection by Resolution supported by findings that the stop signs at the intersection are necessary to control flow of traffic and /or traffic conflicts. Staff investigated this intersection as a candidate for stop sign control. To determine the technical viability for a stop sign to be placed in the public right -of -way, staff conducted a "warrant study" utilizing the warrant study criteria outlined in the Manual of Uniform Traffic Control Devices ( "MUTCD "). The warrant study investigated several criteria including: traffic volume, collision rates, traffic delays and pedestrian volumes. Stop signs are not needed to control the flow of traffic or traffic conflicts. Therefore, staff does not support a stop sign at this intersection. However, during the warrant study, staff observed a significant number of children crossing Summerhill Drive at this intersection. Although the pedestrian warrant was not met under the MUTCD method, the nature of the pedestrians using this crosswalk could create a special circumstance deserving of further consideration by the City Council. Fiscal Impact There is no financial impact. Recommendation Reject the installation of stop signs at the intersection of La Strada and Summerhill Drive based on the results of the warrant study.
