SUBJECT: PROPOSED ROAD CLOSURES FOR THE LAKE ELSINORE
GRAND PRIX
Background
This year's historic Lake Elsinore Grand Prix race will be held November 7t" and 8t" and
it is being sponsored by Storm Entertainment. The race course has seen various
alignments and this year is no different. In response to noise and convenience
concerns from residents affected by previous courses, City staff has worked with Storm
Entertainment to reroute this year's race course. As it has normally been run, the race
takes place through portions of the City both on and off the paved roadway. In the
interest of public safety, various roadways will need to be closed.
Discussion
Storm staff met with Fire, Police, Planning, Building and Engineering staff to coordinate
this year's Grand Prix event. The race course for this year begins at the Storm
Stadium, crosses then runs parallel to the inlet channel to Lakepoint Park. Crossing
Lakeshore Drive the race course traverses along the foothills, then meanders towards
the Lake Chevrolet car dealership at Avenue 7. From there, the course heads to
Avenue 9 where it makes its way south to Lakeshore Drive where it turns easterly along
Lakeshore Drive to the Lakeshore Drive bridge. Finally, the race course travels under
the bridge and along the maintenance road returning to the stadium (see attachment).

As a matter of public safety, the layout of this course will require the closure of the
streets listed below:
Lakeshore Drive — Main Street and extending to Center Street
Lake Street (in the Avenues) — Country Club Boulevard to Center Street
Acacia Street — Country Club Boulevard to Center Street
Mill Street — Country Club to Center Street
Avenue 6 — Franklin Street to Mill Street
Mill Street — Avenue 6 to Avenue 9
Avenue 9 — Griffin Way to Park Way
Pete Lehr Drive — westerly end to Diamond Drive
Specific terms of the street closures are as follows:
1. Per the discussions with the event committee, public safety personnel will have
access to all streets in the event of an emergency.
2. A race official will be posted at Lakeshore Drive. In the event safety personnel
need to use Lakeshore Drive in the closure area, the race will be stopped.
3. Residents affected by these closures will be notified of the coming event.
4. Lakeshore Drive will be open to residents and spectators between the bridge and
Center Street (East of the closure on Lakeshore Drive).
5. The road closures will be in effect from 6:00 AM to 6:00 PM each day of the race.
Road closure barricades will be placed and removed by City Staff at these times.
Fiscal Impact
Funding is available through the applicant to pay for staff time for implementation and
removal of the road closure for each day.
Recommendation
Approve the street closures as listed in the discussion section of this report.
