BRADY CITY MANAGER DATE: APRIL 28, 2009 SUBJECT: HYBRID VEHICLE PURCHASE Background The City's vehicle fleet includes numerous pick -up trucks, a water truck, dump truck, boats for lake maintenance and patrol and various pieces of heavy equipment. These vehicles serve as an important tool in providing various services including code enforcement, lake patrol, weed abatement and street maintenance. These vehicles enable staff to complete their jobs more effectively and efficiently. All vehicles are regularly maintained and monitored to ensure safety and reliability. Once a vehicle reaches a particular age and /or mileage, it is evaluated for advanced maintenance needs and potential replacement. Discussion Over the past several years, staff has been working to replace the high mileage and aged vehicles within the pick -up truck fleet. Staff began the process by evaluating the existing vehicles and ranking them based on age, mileage and maintenance costs. To date, staff has identified ten (10) older, high mileage Chevrolet S -10s. The next two oldest and highest mileage vehicles recommended for replacement are the 2001 Ford Expedition (with 187,000 miles) and the 1995 Chevrolet Blazer (with 150,000). These two vehicles will be shifted into reserve roles as a pool vehicle for City use and a back- up vehicle for Fire Department inspection use. In addition to the replacement of existing pick -up trucks staff is capitalizing on an opportunity to purchase a vehicle to assist with Clean Water Violations inspections. The City is a co- permitee with Riverside County to enforce the National Pollution Discharge Elimination System (NPDES) program. This program outlines guidelines which are intended to reduce the amount of pollutants that enter into our drainage system and ultimately the lake. Staff currently budgets for storm drain cleaning, field inspections and plan review for these activities; the field work requires the use of a vehicle. Staff is Agenda Item No. 9 Page 1 of 3 HYBRID VEHICLE PURCHASE April 28, 2009 Page 2 proposing to use NPDES funds to purchase a truck for use when performing the inspections. In summary, staff is proposing the purchase of two (2) hybrid, 4 -wheel drive, crew -cab trucks and one (1) hybrid, 4 -wheel drive SUV. Hybrid vehicles were chosen for two basic reasons, reduction in air pollution and increased fuel economy. According to AQMD charts, the hybrid vehicle will save approximately 72- pounds of pollutants from being exhausted into the environment per vehicle per year. As for fuel economy, the hybrid vehicles have 60% better fuel economy on average around town. The hybrid truck specifications include 4 -wheel drive, crew -cab configuration because the intent is to enable staff members to negotiate the varied terrain of project sites with jurisdictional agency representatives. Fiscal Impact None. Staff is recommending to use $100,700 of AQMD's AB2766 funds. This revenue source is to be used exclusively for the reduction of air pollution from motor vehicles. These funds will be used to purchase one Crew -cab truck at a cost of $43,700 and one hybrid SUV at a cost of $57,000. The use of these funds for the purchase of the new vehicles will not have an impact other programs. Staff is recommending the use of NPDES funds for the purchase of one Crew -cab truck at a cost of $43,700. Costs for each vehicle reflect full complement of emergency equipment including lights, and radios. AB2766 Funds NPDES Funds SUV $57,000 EA Truck $43,700 Truck $43,700 EA Total $100,700 Section 3.08.070F of the Purchasing Ordinance allows the Council to authorize the City Manager to bypass the bid process for purchases greater than $15,000 when doing so would be in the best interest of the City. Recommendations 1. Authorize the City Manager to bypass the bid process. 2. Authorize the City Manager to purchase of 2- hydbrid trucks and 1- hybrid SUV in accordance with the requirements set forth in AB2766 and NPDES Program requirements.
