BRADY, CITY MANAGER JULY 28, 2009 DEXTER AVENUE IMPROVEMENTS CONSTRUCTION NOTICE OF COMPLETION Dexter Avenue between Central Avenue and Camino Del Norte is a shared roadway between the City of Lake Elsinore and the County of Riverside. This segment of roadway was in need of repair and reconstruction; it was included in the City's FY 2008/2009 Capital Improvement Program Budget. Some existing improvements had been constructed in front of L.A. Fitness and Lone Star Steak House, however all other areas of Dexter Avenue between 2nd Street and Central Avenue were in need of significant repair. Approximately seventy-two percent (72%a) of the work is located within the City's jurisdiction and twenty- eight percent (28%) of the work is within the County's jurisdiction. On March 10, 2009, the City Council approved a cost sharing agreement with the County of Riverside to provide their share of funding for this project. This agreement was approved by the County at the March 24, 2009 County Board of Supervisors meeting. The distressed pavement was repaired by the contractor Hillcrest Contracting. DISCUSSION On March 17, 2009 at 1:00 pm the City received bids from sixteen qualified construction companies to construct the Dexter Avenue pavement improvements per plans and specifications. Hillcrest Contracting was the low bidder with a $431,825 proposal. On March 24, 2009, the contract was awarded to Hillcrest Contracting for constructing the improvements. The contractor completed the work on July 17, 2009, in accordance with the plans and specifications. Staff is also requesting approval of a summary change order involving additional repairs to the pavement, curbs, gutters and sidewalk near Central Avenue (SR-74), additional thermoplastic traffic striping, an extension of the paving at 3`d Street and extension of paving at 2nd Street for a total cost of $65,031.35. July 28, 2009 PAGE 2 FISCAL IMPACT Total project costs were originally estimated at $700,000. The final project costs were $79,275 lower than the original budget. If the City Council approves the Notice of Completion for this project, staff will submit a reimbursement request in the amount of $166,727 to Riverside County. During the course of the project, appropriate changes were made to the project. RECOMMENDATION 1. City Council approve Change Order No. 1 for $65,031.35 for Hillcrest Contracting. 2. Authorize the City Manager to execute Change Order No. 1 with Hillcrest Contracting. 3.
