SUBJECT: REQUEST TO GRANT AN EXCEPTION TO SERVE ALCOHOL
AT MCVICKER PARK FOR MUSIC WITH A VIEW CONCERTS.
Background
Elsinore Valley Arts Network (EVAN) and the City of Lake Elsinore will be hosting
the eleventh annual "Music with a View" concert series. Concerts will be held on
Saturdays on August 15, August 22, August 29 and September 5, 2009. These
free concerts are scheduled to begin at 7:30 p.m. and will take place at McVicker
Canyon Park.
Discussion
As part of the Conditions of Approval, EVAN will obtain the Sheriff Posse to
provide event security, and to obtain an ABC license to sell and serve alcohol. In
addition, EVAN is responsible for stage, sound system, and promotion expenses.
EVAN is requesting a waiver of the Lake Elsinore Municipal Code Sections
8.40.040(A); alcohol is prohibited in City Parks and Beaches, and 9.28.030; it is
unlawful to furnish alcoholic beverages in public. Based on City Code, both
sections allow City Council to make exceptions for serving alcohol in City parks.

Recommendation
Approve request to grant an exception to serve alcohol at the Music with a View
concert series.
