FIRE DEPT / BLDG & CODE ENFORCEMENT / POLICE DEPT
Monday June 29, 2009, Building and Code Enforcement Divisions assisted by the
Sheriff's Department went to a property in the 32000 block of Royal Oak Lane in Lake
Elsinore to serve a "Notice to Vacate" to the occupants.
Upon arriving at the residence they noticed a generator running inside the garage and
the strong smell of fumes from the exhaust. An extension cord was run from the garage
and illegally tied into the main electrical panel. No one answered the door, but there
were two cars in the driveway.
After banging on all the doors and windows City Staff were able to find an open side
door to the garage to get in and shut off the generator. They suspected that someone
was in the house and feared that the fumes may have overcome them.
911 was called and Riverside County Fire responded to force entry into the house. Two
people were found unconscious in the residence. Paramedics determined they both
had dangerously-high levels of carbon monoxide in their system. Both individuals were
then transferred to the hospital for further care.
The level of Carbon Monoxide in the house was measured at over 400 parts per million,
eight times the amount considered as unsafe. If not for the actions of Code
Enforcement Officer Irma Salazar, Senior Building Inspector Bill Belvin, Riverside
County Sheriff's Department personnel Sergeant David Kurylowicz, Corporal Jennifer
Cole, Deputy Joshua Morales, Deputy Michael Dean, and Fire Department personnel
Captain John Crater, Engineer Matt Agozino, and Firefighter Joe Whitaker; it is believed
that both individuals would be deceased.
