CALL TO ORDER
Chairwoman Melendez called the meeting to order at 8:35 p.m.
ROLL CALL
PRESENT: Chairwoman Melendez
Vice - Chairman Tisdale
Agency Member Hickman
Agency Member Magee
ABSENT: None
Also present: Executive Director Brady, Agency Counsel Leibold, Director of Administrative
— Services Riley, Public Works Director /City Engineer Seumalo, Director of Lake, Parks and
Recreation Kilroy, Police Chief Fontneau, Fire Chief Lawson, Planning Manager Morelion,
and Agency Secretary Bloom.
CLOSED SESSION
1(a) CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation pursuant to subdivision (c) of Gov't Code Section 54956.9:
1 potential case
Agency Counsel Leibold stated that the Agency met in Closed Session and that there was
no reportable action taken.

Agency Member Magee stated that he received an email from the Chamber of Commerce
President requesting an additional two weeks to develop a proposal. RDA Analyst Carlson
stated that the two weeks would allow staff to come back with a concrete plan for the EDA.
Kim Cousins, President of the Chamber of Commerce stated that the Chamber would not
have a concrete proposal ready in two weeks.
Executive Manager Brady pointed out that there is a scheduled meeting on August 24 to
discuss the options with a new interested party.
Vice - Chairman Tisdale asked if the RDA chooses to terminate, would there be other
opportunities to get the grant. RDA Analyst Carlson stated that it would put the City in good
standing with the EDA.
It was moved by Agency Member Magee and seconded by Agency Member Hickman to
advise the EDA that the City has two potential bidders interested in working with the
Agency, the Agency would like two additional weeks and would make a final decision at the
regular meeting of September 13 motion passed 3 -1 with Vice - Chairman Tisdale
opposing.

ADJOURNMENT
There being no further business to come before the Agency, Chairwoman Melendez
adjourned the meeting at 8:34 p.m. to a regular meeting to be held on Tuesday,
September 13 2011 at the Cultural Center located at 183 N. Main Street, Lake Elsinore,
CA.
