BRADY CITY MANAGER DATE: JANUARY 27, 2009 SUBJECT: NOTICE OF COMPLETION FOR GRAND AVENUE Background Grand Avenue between Riverside Drive and Machado Street was in disrepair and needed pavement rehabilitation. Subsequently, the City Council included a project to repair and overlay this street segment in the Fiscal Year 2008/2009 Capital Improvement Budget. On April 22, 2008 the Council approved an agreement with consulting firm MetroPointe Inc. to prepare plans and specifications for this project. On September 23, 2008 the construction project was awarded to D & L Wheeler Enterprises for construction. This work was completed on January 9, 2009, in accordance with the plans and specifications. Discussion D &L Wheeler Enterprises was the low bidder on this repair and overlay project with a cost proposal of $257,451. During construction, there were three change orders totaling $65,233. Change order No. 1 resulted in a net increase of $12, 059 for additional grinding of existing asphalt and additional asphalt overlay. Change Order No. 2 was for additional crack sealant application for $13,128. Change Order No. 3, resulted in an increase of $40,036, to pave additional distressed areas near Riverside Drive. Total project costs including engineering, construction, change orders, inspection, soils testing, surveys and administration totaled $399,392, which was below the budgeted amount of $766,000. The work was completed a head of schedule and in accordance with the plans and specifications. Agenda Item No. 6 Page 1 of 4 Notice of Completion for Grand Avenue January 27, 2009 Page 2 Fiscal Impact In Fiscal Year 2008/2009 Capital Improvement budget, $766,000 was approved for the total construction costs for this project. Proposition 1B was identified as the funding source of this project in the amount of $766,000. The final cost for construction, design, specifications, three change orders, soils testing, surveys and project administration was $399,392, which was below the $766,000 budget. The remaining project savings of $366,608 will be applied to other roadway projects. Recommendation 1. Approve Change Order No. 3 for $40,036. 2. Authorize the City Manager to execute Change Order No. 3. 3. Authorize the Mayor to sign the Notice of Completion and have the City Clerk file this notice for recordation. Prepared by: David S.
