BRADY CITY MANAGER DATE: JANUARY 13, 2009 SUBJECT: REPLACEMENT OF TWO POLICE MOTORCYCLES BACKGROUND The Lake Elsinore Police Department currently has five police motorcycles in service. Two of these motorcycles are Honda ST1300PA's, which were purchased in 2007. The remaining motorcycles are Harley Davidson Ultra- Glides. These motorcycles were purchased in the years 2002, 2003 and 2007. Of these motorcycles, the 2002 and 2003 Harley Davidson's, purchased through grants from the Office of Traffic Safety, have in excess of 50,000 miles. The Lake Elsinore Police Department requests the replacing of these motorcycles with two fully equipped Honda ST1300PA's purchased with the use of the Traffic Offender Fund. DISCUSSION From November 2006 through February 2007, the Lake Elsinore Police Department conducted an in depth testing of several police motorcycles including; Honda, Yamaha, BMW and Harley Davidson. At the conclusion of the testing period, which included reviewing a study conducted jointly by the Los Angeles Police Department and the Los Angeles Sheriff's Department, as well as riding each motorcycle for a period of time, the Lake Elsinore Police Department selected Honda as its new police motorcycle. This study and its findings was presented to the City Council for consideration prior to the Council's approval to transition from Harley Davidson to Honda. Two Honda ST1300PA's motorcycles were purchased during 2007 from Huntington Beach Honda based on the City Council mid -year budget review authorization for the additional motor enforcement officer as well as a dedicated riding sergeant. Agenda Item No. 7 Page 1 of 8 REPLACEMENT OF TWO POLICE MOTORCYCLES JANUARY 13, 2009 PAGE 2 OF 3 During the Fiscal Year 2007/2008 budget, the purchase of a third Honda ST1300PA motorcycle was approved as a replacement for one of the existing aging Harley Davidson motorcycles. This purchase was vacated due to budgetary constraints. As a result, the 2002 and 2003 Harley Davidson motorcycles are still in active service. Due to the wear and tear on these motorcycles from enforcement type riding as well as the mileage attained, the motorcycles have been subject to several maintenance issues needed to maintain serviceability. The combined maintenance costs for these motorcycles for the Fiscal Year 2007/2008 exceeded $11,000.00. The maintenance costs so far for the Fiscal Year 2008/2009 is approximately $2,500.00. These costs are anticipated to continue and increase as the motorcycles continue to age and wear beyond their service life span. Although there is no in -place policy as to when the service life has reached its end for a police motorcycle, a consensus standard ranges between 40,000 — 50,000 miles. This standard was determined via contact with other departments including the California Highway Patrol (50,000 miles), Temecula Police Department (4 years or 50,000 miles), Perris Police Department (50,000 miles), Norco Police Department (40,000 miles) and the Moreno Valley Police Department (50,000 miles). The Lake Elsinore Police Department is requesting the purchase of 2 fully equipped Honda ST1300PA's to replace the 2002 and 2003 existing Harley Davidson police motorcycles. Staff is requesting exemption to the bid process for the purchase of two police motorcycles. In 2007 the Lake Elsinore Police Department contacted three Honda motorcycle dealerships and obtained price quotes for the ST1300PA model. During this inquiry, information was also sought regarding the purchase and installation of emergency equipment to include warranties on the installed equipment. We found that only one vendor in southern California provides a fully equipped "turn -key" Honda police motorcycle. This "sole- source" vendor is Huntington Beach Honda. Some of the reasons for this sole- source status are the fact that this vendor supplies and installs all of the police emergency, communications and radar equipment, paints the motorcycle to City specifications, and warranties the motorcycle and all installed emergency equipment. This ability eliminates the need to use multiple vendors for different equipment purchases and installation issues as well as warranty responsibility. Honda currently has a standard factory warranty consisting of three years and unlimited mileage. Honda offers an extended warranty that covers the motorcycle for 5 years and 100,000 miles. This purchase would be funded through use of the Traffic Offender Fund. RECOMMENDATION It is recommended that the City Council approve the sole- source vendor and approve the purchase of two Honda ST1300PA police motorcycles using the Traffic Offender Fund.
