SUBJECT: PUBLIC HEARING RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, DECLARING ITS
INTENTION TO VACATE PUBLIC STREETS
Background
Alberhill Ranch is an ongoing development project on the North West side of the City.
The developer, Castle & Cooke, requested that the City initiate proceedings to vacate
certain unimproved road right-of-ways (paper streets) within the project's borders.
However, following the publication of the notice of public hearing set for this evening,
the Community Development Department determined that the proposed road vacations
would result in an impermissible land-locked parcels. Accordingly, the proposed
vacation does not conform to the City's General Plan.
Discussion
The proposed vacation request has been withdrawn and the City Council is requested
to not take action on this item following the closing of the public hearing.
City staff will continue to work with the developer to coordinate the vacation of certain
public streets within Alberhill Ranch consistent with the General Plan. Any such future
proposal would be subject to a new public hearing and approval by the City Council.

Recommendations
Staff recommends that:
1. The City Council open the public hearing in conformity with the public hearing
notice and hear evidence as maybe presented by interested persons; and
2. The City Council close the public hearing but not take action on this item.
