SUBJECT: SOLE SOURCE PURCHASE OF RUBBERIZED PRODUCTS USING
TIRE DERIVED PRODUCT GRANT PROGRAM (TDP) FUNDS
Backaround
On February 22, 2011, the City Council approved Resolution 2011-116 authorizing staff
to submit applications to the Department of Resources Recycling and Recovery
(CalRecycle) for tire grant funds. City staff applied for a grant funding Tire Derived
Products (TDP) to be used in various Capital Improvement Program (CIP) projects. The
City of Lake Elsinore was awarded funds through this grant for the use of recycled
rubberized products for the Grand and Riverside Sidewalk Project.
Discussion
City staff applied for the TDP Grant to supplement the upcoming Riverside Drive
Sidewalk Installation Project. CalRecycle approved the grant request in the amount of
$99,595. Under the TDP Grant all product material must be made from 100% recycled
California waste tires. As a part of the grant qualification guidelines, CIP project
construction materials are required divert a minimum of 2,500 CA tires from the landfills
back into improvements. Rubbersidewalks, Inc. is a sole source vendor who
manufactures removable recycled sidewalks from 100% CA recycled tires.
Within the grant application staff depicted two areas to utilize the Rubbersidewalks,
Riverside Drive and Spring Street from Limited to Library. For the project on Spring
Street, Rubbersidewalks, Inc. will have a Master Installer train City staff on the
preparation, installation, removal and replacement of the Rubbersidewalk for
maintenance purposes. Sidewalks can be removed in order to trim tree roots or to
remove any other obstruction that causes sidewalks to lift and crack. These two
projects will divert an estimated 9,419 CA tires from the landfills.

Staff also received a bonus package through Rubbersidewalks, Inc. for a ground cover
material called Rubberoo which is 100% reimbursable by the grant. Rubberoo is
recycled rubber mulch used as ground cover. With the purchase of the Rubberoo the
City received an additional complimentary 200 square feet of Rubber sidewalk to be
used on the Riverside and Grand Avenue project. The mulch will be used in various
medians within the City as ground cover.
FISCAL IMPACT
The complete purchase amount for sidewalk materials is $152,540.33. The grant will
reimburse the City the amount of $99,595. In addition, costs in the amount of
$72,028.14 for base material and installation do not qualify for grant reimbursement but
are covered by the project budget. The total project cost is $224,568.14.
RECOMMENDATION
Approve the purchase of the Rubbersidewalk materials and Rubberoo mulch in the
amount of $152,540.33 from Rubbersidewalks, Inc. as a sole source provider to this
project.
