SUBJECT: WAIVE FEES FOR JUNETEENTH SPECIAL EVENT
Background
The City received a request from the local chapter of the NAACP to hold a public
celebration of the "Juneteenth" event at McVicker Canyon Park on June 18th from
7:30 a.m. to 3:00 p.m. The term "Juneteenth" is a contraction of June and
nineteenth. On that day in 1865 General Gordon Granger marched into Galveston,
Texas, with 2,000 troops to declare the abolition of slavery in the U.S. State of Texas
almost two years after the Emancipation Proclamation. Over the years, Juneteenth
has become a holiday in the United States honoring African American heritage.
The proposed "Juneteenth" event is open to the public, with attendance estimated at
150 people. The Organizers are planning for 10 to 15 vendor booths, mainly selling
merchandise and perhaps, one food vendor. Under the Lake Elsinore Municipal
Code (LEMC) the proposed public celebration of "Juneteenth" at McVicker Canyon
Park qualifies as a "special event", which requires the payment of a $200 application
fee and refundable security deposit fee, typically in the amount of $1,000.
LEMC 5.108.020 Special events permits.
All special events occurring on property within the City, other than that property
specified in LEMC 5.108.060, shall be prohibited unless a properly issued special
events permit has been obtained. As hereinafter mentioned in this chapter, "special
events" means any assembly, congregation, attraction, display, entertainment,
demonstration, carnival, bazaar, circus, rodeo, or other traveling show, fair, festival,
food fair, cook-off, dance, concert or performance, or any other planned occurrence
that may attract a large number of people or which may otherwise become a hazard to
the public peace, health, safety or general welfare.
Discussion
The local NAACP has requested the City waive the fees required under LEMC
sections 5.108.030 (Application fee) and 5.108.090 K. (Security Deposit) in support
of the event.

Approval of this item will result in a negligible fiscal impact for waiving the special
event application fee of $200. Experience from several past Juneteenth events held
at Yarborough Park has shown the Organizers to be responsible; therefore, the
security deposit is unlikely to be necessary.
Recommendation
Consider the request to waive LEMC sections 5.108.030 (Application fee) and
5.108.090 K. (Security Deposit) for the Juneteenth Special Event at McVicker
Canyon Park.
