BRADY, CITY MANAGER DATE: APRIL 26, 2011 SUBJECT: CONCEPT PROPOSAL FOR CABLE SKI PARK Background The City received a proposal from California Cable Parks to develop a cable ski park within the Inlet Channel of Lake Elsinore, adjacent to Lakepoint Park. The principles of this company are Scott Towsley and Chuck Sacks. Mr. Towsley's business experience includes developing alpine ski areas. Mr. Sacks is the City's concessionaire of the Inlet Channel and owner of California Skier Mastercraft, located in Lake Elsinore. Discussion Proponents of the Elsinore Cable Ski Park project have been meeting with City Staff over the past several months. City Staff provided general guidelines for development, including the requirements for compliance with the California Environmental Quality Act (CEQA), permitting, engineering plans & specifications for structures, compatibility with WatersEdge Project, operation & maintenance plan, safety plan, parking and City's Cost Recovery Fees. Prior to making a substantial investment in developing the project, the proponents desire City Council's support of the conceptual proposal as defined below. Conceptual Proposal: 1. Erect several tall metal towers in the Inlet Channel, with cabling running between the towers. 2. Installation of wakeboarding structures in the Inlet Channel. 3. Establish operating headquarters at Lakepoint Park, with the placement of two mobile offices in the southeast corner of Lakepoint Park. 4. Creating about 60 additional dirt parking spaces at Lakepoint Park by grading the elevated maintenance roadway to match the existing grade of the park's parking lot. The existing parking lot is dirt. 5. Install stairway for patrons to access beach from Lakepoint Park. (View PowerPoint Presentation by California Cable Parks.) AGENDA ITEM NO. 9 Page 1 of 4 Concept Proposal Cable Ski Park Page 2 of 2 Fiscal Impact April 26, 2011 There is no fiscal impact at this time; however, City Staff has already expended significant time discussing the proposal with the proponents. Future Staff time dedicated to reviewing plans, preparing agreements and reports will need to be on a cost recovery basis paid by the applicant. Recommendation Consider the Conceptual Proposal by California Cable Parks and provide direction to Staff for one of the following options. Or 1. Decline support for conceptual proposal. 1. Support conceptual proposal and direct the City Manager and City Attorney to proceed with the necessary legal, entitlement and environmental processes subject to final approval by the City Council at a future meeting.
