SUBJECT: SOLE SOURCE PURCHASE OF MAINTENANCE
REPAIR ITEMS FOR AXIAL FLOW PUMPS
Background
The axial flow pump destratification system was installed in Lake Elsinore during the
FY' 04-05. Construction of the project was funded by a grant from the State of
California and administered by the Lake Elsinore/San Jacinto Watersheds Authority
(LESJWA). The County, EVMWD and the City executed an Operations and
Maintenance Agreement, with a ten (10) year term, for the axial flow pump
destratification system in 2003. The parties to the O&M Agreement share equally in
the annual cost of operations and maintenance. In addition, the parties established
an equipment replacement (sinking) fund for the purpose of accumulating monies in
a reserve to fund future capital replacement costs.
Discussion
The twenty (20) axial flow pumps have been operating in Lake Elsinore for about
seven (7) years. The Lake environment under which the axial flow pumps operate
can be hard on mechanical parts. Currently, the gear boxes and motors need to be
replaced on five of the axial flow pumps. The gear boxes and motors for the axial
flow pumps were selected per a unique set of specifications by ABS Manufacturing
Company. This Company's sole source supplier in the southern California region is
Flo-Systems Inc.
Flo-Systems Inc. provided the City with a quote to purchase five gear boxes and
motors per the specifications in a total amount of $51,281.06. Considering the
original unit price in January 2003 to purchase the motor, gear box, shaft and
impeller was $8,806.93 each; City Staff believes the quote from Flo-Systems is
acceptable.
Given that Flo-Systems Inc. is the sole source supplier for the specified gear box,
City Staff request the City Council approve the purchase per Chapter 3.08 of the
Lake Elsinore Municipal Code section 3.08.07013, as stated below.
