BRADY CITY MANAGER DATE: MARCH 22, 2011 SUBJECT: AUTHORIZATION FOR THE CITY MANAGER TO ENTER INTO A CONTRACT WITH URBAN CROSSROADS TO COMPLETE TRAFFIC PLANNING AND ANALYSIS SERVICES FOR THE CITY OF LAKE ELSINORE GENERAL PLAN UPDATE REVISED TRAFFIC STUDY Background The City of Lake Elsinore serves as the lead agency to evaluate the environmental impacts of development proposed within the City. The Community Development Department is responsible for the preparation of the necessary information and, depending on the scope and size of the project, will either prepare the environmental studies/documents in-house or have a consultant prepare the documents and/or studies. Discussion The General Plan Update process has been ongoing for several years and is nearing completion. Based on the corrected land use data and inclusion of specific plan detail, Regional Housing Needs Allocation requirements, Climate Action Plan directives, and the requirements of Assembly Bill 1358 for "Complete Streets," a traffic analysis is needed in order to incorporate corrected and updated information into the Revised Draft Environmental Impact Report (DEIR). Urban Crossroads' services were originally employed at the beginning of the General Plan Update process. Staff feels it is appropriate to contract for their services again based on their background history and familiarity with the City's General Plan Update, and in order to complete the traffic analysis in an expeditious and timely manner. AGENDA ITEM NO. 8 Page 1 of 7 Urban Crossroads Contract March 22, 2011 Page 2 of 2 Fiscal Impact The cost to prepare the required traffic analysis and study will be paid by remaining funds in the General Plan Update budget. The remaining project budget will be approximately $76,300. Recommendation Staff recommends that the City Council authorize the City Manager to enter into a contract with Urban Crossroads for an amount not to exceed $27,700.00 and for a completion date not to exceed 40 working days from the date of authorization. Urban Crossroads Proposal dated March 15, 2011 Page 2 of 7 PROPOSAL FOR SERVICES March 15, 2011 Mr. Robert Brady CITY OF LAKE ELSINORE 130 South Main Street Lake Elsinore, CA 92530 Subject: General Plan Update Transportation Planning Services Dear Mr. Brady: Urban Crossroads, Inc. is pleased to submit this revised proposal agreement to the CITY OF LAKE ELSINORE (Client) to provide transportation planning services for the General Plan update process. The proposed work effort involves working closely with City staff and the rest of the project team to evaluate the current General Plan Land Use and Circulation Element transportation system. This revised proposal has been prepared based upon ongoing City staff direction. The previously completed analysis prepared in conjunction with the City of Lake Elsinore General Plan update process was prepared using the Western Riverside Sub-Area Transportation Model (WRSATM). The most efficient and defensible approach with respect to consistency with previously completed analysis for this project is to continue using the WRSATM forecasting tool. The proposed scope of services also addresses the requirements of the recently enacted "Complete Streets" legislation (AB 1358). This legislation requires that roadways be planned in a manner that accommodates all users, including motorists, pedestrians, bicyclists, individuals with disabilities, seniors, and users of public transportation. The proposed work effort has been refined to efficiently utilize previously completed plans and work in related sections of the overall General Plan. SCOPE OF WORK The following scope of work and associated professional fees represent the services necessary to complete this work effort: Task 1: Meetings. Coordination and Proiect Management $1,100 1.1 Attend the project coordination meeting on September 21, 2010. 1.2 Coordinate with project team via e-mail and telephone during the course of the project work effort. 07545-04 Proposal (Rev 110315) Page 3 of 7 Mr. Robert Brady CITY OF LAKE ELSINORE March 15, 2011 Page 2 Task 2: Input Data Preparation/ Review $4,400 2.1 Coordinate with City staff regarding potential roadway network changes. 2.2 Review Specific Plan documents and develop disaggregated input data accurately reflecting each of the various Specific Plans. Specific Plan entitlements were not previously reflected in the analysis per direction of the original General Plan prime consultant. Disaggregating the actual entitled Specific Plan uses to the more detailed traffic analysis zone (TAZ) level is necessary to accurately forecast the traffic associated with the various active Specific Plans. 2.3 Prepare a letter report summarizing the methodology used to develop the model input data, the resulting input data, and degree of change compared to the previously published "City Council Directed" scenario that was documented in the letter report dated June 18, 2009. The new scenario will still reflect the City Council Direction, however, revised conversion factors and explicit incorporation of the various Specific Plans are expected to result in changes to the model input data Task 3: General Plan Buildout Traffic Proiections $8,600 3.1 Generate raw traffic data for 20 study area intersection locations to be determined in consultation with City staff for General Plan Buildout conditions. 3.2 Refine the General Plan Buildout traffic forecasts for the 20 study area intersection locations based on existing peak hour traffic count data and raw model output data. 3.3 Review the initial refined peak hour turning movement volumes for reasonableness, including the review of traffic flow conservation and peak-to- daily volume ratios. 3.4 Adjust the initial refined model estimates as necessary to achieve flow conservation, reasonable growth, and plausible diversion between parallel routes through post-processing. 3.5 Calculate General Plan Buildout future daily traffic flows on study area roadway segments. Task 4: Intersection Operations Analysis $3,900 4.1 Assess the intersection Level of Service (LOS), for the twenty (20) future study area intersections, with existing lane configurations (where applicable). 4.2 Identify intersection improvements necessary to maintain acceptable intersection performance at the study intersections. Task 5: Complete Streets Assessment $3,500 5.1 Obtain relevant plans regarding alternative mobility options from City staff from other sections of the General Plan document, including facilities for pedestrians, bicyclists, freight (trucks), and transit (including the anticipated Metrolink rail service and station within the City). 5.2 Develop alternative recommended roadway cross-sections to reflect the 07545-04 Proposal (Rev 110315) Page 4 of 7 Mr. Robert Brady CITY OF LAKE ELSINORE March 15, 2011 Page 3 requirements of Assembly Bill (1358 (AB 1358). 5.3 Prepare / incorporate exhibits depicting planned pedestrian, bicycle, freight, and transit systems and facilities. 5.4 Provide recommendations regarding accommodating other users, such as seniors and individuals with disabilities, in accordance with the requirements of AB 1358. Task 6: Report Preparation 6.1 Prepare a draft report incorporating the work completed in Tasks 2 through 5. 6.2 Respond to City staff review comments and revise the report to address the comments received (one review cycle anticipated). $6,200 Project Total: $2Z PROFESSIONAL FEE The fixed fee to accomplish the above Scope of Work is $27,700. The fee for the work outlined in this proposal is based upon personnel charges plus direct expenses as indicated in the attached Exhibit A. Any administrative staff activities / charges will be related to report preparation, and no overtime charges will be incurred without express written direction from the City (nor is any overtime activity anticipated). Due to potentially dynamic project considerations including, but not limited to: environmental occurrences, changes in the project description, and/or modifications in public/private policy, Urban Crossroads reserves the right to shift funds among individual task budgets according to specific needs. The proposed fee includes attendance at a specific number of public hearings/meetings, as well as one staff-level review cycle. If additional public hearings/meetings or review cycles are required to secure approval of the project, Urban Crossroads, Inc. would be pleased to perform them and charge the Client based on the hourly rates detailed in Exhibit A. DELIVERABLESITIMING It is estimated that the traffic analysis will be completed in 40 working days from the date of Client's authorization and subseauent receipt of all requested data essential to complete the study, including the final land use plan. Additionally, any delays resulting from circumstances beyond our control, such as environmental occurrences, changes in the project description, and/or modifications in public/private policy may extend the time schedule. In the event this occurs, Urban Crossroads, Inc. will make the Client aware of such issues and adjust expectations accordingly. LIABILITY The Client agrees to limit Urban Crossroads, Inc.'s liability to the Client and any additional Contractors and Subcontractors on the project, due to Urban Crossroads, Inc.'s negligent acts, errors, or omissions, such that Urban Crossroads, Inc.'s total aggregate liability to all those named shall not exceed $50,000 or Urban Crossroads, Inc.'s total professional fees for services rendered, whichever is greater. In the event that a lawsuit is brought for the enforcement of any of the terms of this agreement, the prevailing party should be entitled to attorney fees and costs in addition to any damages. 07545-04 Proposal (Rev 110315) Page 5 of 7 Mr. Robert Brady CITY OF LAKE ELSINORE March 15, 2011 Page 4 TERMS If agreeable, this letter serves as our mutual, contractual agreement and authorization to proceed. Client agrees to compensate Urban Crossroads on a Task Progress Basis (percentage of job completed) as subsequent work is completed. Please sign one copy of this scope of work and return it to us for our files, or send us the contract materials/format used by the City of Lake Elsinore. (3) Client payment for professional services is not contingent upon the client receiving payment from other parties. (4) Billing statements for work will be submitted monthly. Statements are payable within thirty (30) days of the receipt by client of statement. Any statement unpaid after thirty (30) days shall be subject to interest at the maximum permitted by law.
