SUBJECT: NOTICE OF COMPLETION FINAL CHANGE ORDER
HISTORIC DOWNTOWN RIVERWALK
PROJECT NO. 4329
Background
On October 10, 2006, the City Council adopted Resolution No. 2006-170 to approve a
Grant for Proposition 50 funding which authorized the Legislature to approve $100
million for acquisition, restoration, protection and development of river parkways which
constructed Phase I improvements between Lakeshore Drive and Limited Street. On
August 17, 2010 at 2:00 PM, the City received 8 bids from qualified contractors to
construct the Historic Downtown Riverwalk from Flint Street to Riverside Drive. Vance
Corporation bid was $455,055.00 below the engineer's estimate of $635,000. On
August 24, 2010 City Council awarded the construction contract to Vance Corporation
for the Historic Downtown Riverwalk from Flint Street to Riverside Drive.
Discussion
On September 23, 2010 the City had requested approval from the State of California
Natural Resources Agency to use the surplus funds to extend the improvements by in-
filling the missing segments' from Heald Avenue to Sumner Avenue and from Sumner
Avenue to Flint and from Limited Avenue to the Lake. On September 28, 2010 the
State of California Natural Resources Agency approved the City's request. On October
26, 2010 Riverside County Flood Control and Water Conservation District approved the
extension under encroachment permit No. 3-0-00-40-3229. These extensions now
complete the Historic Downtown Riverwalk from Lake Elsinore to Riverside Drive.
Vance Corporation completed the contract work and the change order work to
incorporate the missing segments on February 9, 2011 in conformance with the
approved plans and specifications.

Fiscal Impact
The Historic Downtown Riverwalk Project extending from Pottery Street to Riverside
Drive was funded in the amount of $800,000 with Proposition 50 funds.
Estimated Project Budget:

Vance Corporation $455,055.75
Contingency used $ 25,024.34
Change order No.1 $137,878.31
LOR Geotechnical Group, Inc. $ 11,611.00
Inspection and Contract Administration $ 39.100.00
Total $ 754,364.35
Recommendations:
Approve Change Order No. 1 in the amount of $137,878.31 for the extension of the
walkway from Heald Avenue to the lake.
2. Authorize the City Manager to execute the contract change order No.1
3. File the Notice of Completion with the County Recorder
4. Release all retention monies 35 day after the filing of the Notice of Completion
