CALL TO ORDER
Chairwoman Melendez called the meeting to order at 7:33 p.m.

Also present: Executive Director Brady, Agency Counsel Leibold, Director of
Administrative Services Riley, Public Works Director/City Engineer Seumalo,
Director of Lake and Aquatics Kilroy, Agency Secretary Bloom and Office Specialist
Porche.
CLOSED SESSION

CLOSED SESSION REPORT
Agency Counsel Leibold stated the Redevelopment Agency met in Close Session to
discuss Item No. 1a as listed on the Redevelopment Agency's Agenda, and there is
no reportable action.
PUBLIC COMMENTS - NON-AGENDIZED ITEM -1 MINUTE
Nickolas Schneider representing American Bikers Aimed Toward Education
(ABATE) of California spoke of the 17th Annual Rally to be held on May 6m through
8th at the Shady Oasis Kampground in Victorville, CA. For more information please

Kimberly Ryan, resident of Lake Elsinore requested assistance from the City's Code
Enforcement Department to remove un-permitted vendors from selling goods on
weekends. Chairwoman Melendez stated that she is aware of the problem and the
City would do their best to resolve the situation. She asked the City Manager if the
City could use volunteer enforcement officers to help out with the problem. City
Manager Brady stated that the City's Code Enforcement Department would be best.

CONSENT CALENDAR
(2) Approval of Minutes
Recommendation: It is recommended that the Redevelopment Agency
approve the following minutes:
a) Joint Study Session Meeting-January 11, 2011
b) Regular Redevelopment Agency Meeting -January 11, 2011
(3) Warrant Lists Dated January 31, 2011
Recommendation: Authorize payment of Warrants Lists dated January 31,
2011
It was moved by Agency Member Bhutta and seconded by Agency Member
Hickman to approve the Consent Calendar. The motion unanimously carried by the
following vote: AYES: Agency Members: Bhutta, Hickman, Magee,
Vice-Chair Tisdale and Chairwoman Melendez. Noes: None.
PUBLIC HEARING(S)
(4) Public Hearing - Second Amendment to Disposition and Development
Agreement with Pottery Court Housing Associates L.P.
Recommendation: It is recommended that the Redevelopment Agency; adopt
a Resolution Approving that Certain Second Amendment to the Disposition
and Development Agreement by and between the Redevelopment Agency of
the City of Lake Elsinore and Pottery Court Housing Associates, L.P.
Chairwoman Melendez opened the Public Hearing at 7:33 p.m.
Agency Member Bhutta indicated that this item would be discussed by the
Redevelopment Agency and the City Council consecutively.

Redevelopment Agency Analyst Carlson provided an overview of the project to the
City Council and Redevelopment Agency.
Allen Baldwin, resident of the City and City Treasure, indicated that it has taken
many years of hard work to have this item brought before the City Council and
Redevelopment Agency. He stated that this project would provide jobs and activity
in downtown. He indicated that he supports the project.
Agency Member Bhutta advised the public that Mr. Ron Hewison who represented
HOPE provided information to the Council and Redevelopment Agency on how this
project would affect the organization.
Vanessa Ng representing Bridge Housing thanked City Council and Redevelopment
Agency for their continued support.
Agency Member Bhutta closed the Public Hearing at 7:37 p.m.
Mayor Pro Tern Magee asked staff when would grading commence and when would
a certificate of occupancy be issued.
Aruda Delbeni, representing Bridge Housing stated grading would start March 2011
with a 13 month construction timeline and certificate of occupancy in April 2012.
It was moved by Agency Member Magee and seconded by Vice-Chair Tisdale to
adopt Redevelopment Agency Resolution No. 2011-003 approving the sale of real
property by the Redevelopment Agency of the City of Lake Elsinore pursuant to that
certain disposition and Development Agreement by and between the
Redevelopment Agency of the City of Lake Elsinore and Pottery Court Housing
Associates, L.P. as amended pursuant to the First Amendment and second
amendment thereto. The motion unanimously carried by the following vote: AYES:
Agency Members: Bhutta, Hickman, Magee, Vice-Chair Tisdale and Chairwoman
Melendez. Noes: None.
BUSINESS ITEMS)
(5) A Resolution of the Redevelopment Agency of the City of Lake Elsinore in
Opposition to the Governor's Proposal to Abolish Redevelopment Agencies in
California
Recommendation: It is recommended that the Agency adopt the Resolution
opposing the Governor's proposal to abolish redevelopment agencies in
California.

It was moved by Agency Member Hickman and seconded by Vice-Chair Tisdale to
adopt Redevelopment Agency Resolution No. 2011-004, in opposition to the
Administration's Proposal to abolish Redevelopment Agencies in California. The
motion unanimously carried by the following vote: AYES: Agency Members:
Bhutta, Hickman, Magee, Vice-Chair Tisdale and Chairwoman Melendez. Noes:
None.

There being no further business to come before the Agency Board, the meeting

Lake Elsinore, CA 92530.
