RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, AUTHORIZING THE SUBMISSION OF AN
APPLICATION TO THE DEPARTMENT OF RESOURCES RECYCLING
AND RECOVERY (CALRECYCLE) FOR GRANT FUNDS FOR TIRE
WHEREAS, Public Resources Code sections 40000, et seq. authorize the
Department of Resources Recycling and Recovery ("Cal Recycle"), formerly known as
the California Integrated Waste Management Board, to administer various grant
programs in furtherance of the State of California's efforts to reduce, recycle and reuse
solid waste generated in the State thereby preserving landfill capacity and protecting
public health and safety and the environment; and
WHEREAS, in furtherance of this authority, CalRecycle is required to establish
procedures governing the application, awarding, and management of the grants; and
WHEREAS, grant application procedures require an applicant's governing body
to authorize by resolution its approval for submittal of the grant application(s) identified
below, and the designation by job title of the individual authorized to execute all grant
documents on behalf of the City of Lake Elsinore; and
WHEREAS, if awarded, the City of Lake Elsinore will enter into grant
agreement(s) with the CalRecycle for implementation of such grant(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the foregoing recitals are true and correct.
SECTION 2. That the City Manager is authorized to submit application(s) to the
CalRecycle for all grants for which the City of Lake Elsinore is eligible.
SECTION 3. That this authorization is effective through March 31, 2015.
SECTION 4. That the City Manager is hereby authorized and empowered to
execute in the name of the City of Lake Elsinore all grant documents, including but not
limited to, applications, agreements, amendments and requests for payment, necessary
to secure grant funds and implement the approved grant project.
SECTION 5. The City Clerk shall certify to the passage and adoption of this
resolution and the same shall thereupon take effect and be in force.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council
of the City of Lake Elsinore, California, this 22nd day of February, 2011.
