SUBJECT: LAKE ELSINORE UNIFIED SCHOOL DISTRICT
HAUL ROUTE APPLICATION
Background
Lake Elsinore Unified School District is expanding the school facilities at the Tuscany
Hills Elementary School. The project requires a total of 7000 cubic yards of fill to be
imported from a site located in Murrieta. Pursuant to Lake Elsinore municipal code
15.72.065, the contractor is seeking Council approval of the Haul Route.
Discussion
In August 2010, the City Council passed Ordinance 1271. It requires all projects with
transportation of earth materials that exceed 5,000 cubic yards to have their routes
approved by council. The School District, via their contractor, has asked for approval of
a 2-phase haul route. The desired route begins at the 1-15 NB exit at Railroad Canyon
Drive, and continues North up Summerhill Drive until reaching the Tuscany Hills school
site destination. The first phase will occur late February 2011, the second phase will
occur in April 2011. The approved hours of work will be from 9am-2pm, as this is when
the schoolchildren are not in transit to school. On Wednesdays, the hours of work will
be from 9am-fpm, to accommodate the early release schedule. The contractor will be
required to provide a video log of the condition of Summerhill Drive prior to the start of
work, and post security with agreement in the amount of $50,000. The contractor will
also post a $5000 cash deposit that is refundable upon the successful completion of
hauling and cleanup activities. The total of security being received will cover both repair
and cleanup of any spillage.

Fiscal Impact
None. The School District will be responsible for any damage occurring to City Streets,
and place security with the City to guarantee such. In addition, the School District shall
indemnify and hold harmless the City of Lake Elsinore from any liability.
Recommendation
Approve the request for the School District's Haul Route including the hours of
operation.
