BRADY, CITY MANAGER DATE: MARCH 23, 2010 SUBJECT: EXCEPTION TO BID PROCEDURES FOR PURCHASE OF ENGINE AND OUTDRIVE FOR PONTOON-BARGE Background The Lake Department's pontoon-barge has almost been completely disabled by the loss of one engine and two failing outdrives. This is the primary vessel used by Lake Maintenance Staff to service the 450 regulatory buoys, public docks and axial flow pumps. The vessel is also used for tours of the Lake and for special events, such as the 4th of July Boat Parade of Lights. Discussion In consultation with the City's Chief Mechanic there are several options for making the necessary repairs. The existing power train system is outdated, which results in a higher replacement cost. It appears that a complete retrofit of the power train system is the lowest cost option, which just happens to increase both the performance and steering of the vessel. The first step in the retrofit is purchasing the specified engine and outdrive from a wholesale parts supplier. Attached are the specifications for the 375 HP MAG 496 engine and Bravo One outdrive. The second step is to contract with a local marine mechanic for fabrication of a new motor compartment and installation of the new power train system. City Staff obtained three informal bids for the specified engine and outdrive. Below are the bids received. • Boatswains Locker = $17,423.93 • Quality Performance Marine = $24,718.82 • Newport Boats = $34,440.49 Based on the importance of this vessel for Lake maintenance, City Staff desires to expedite the repairs and requests the City Council approve an exception to the City's AGENDA ITEM NO.8 Page 1 of 12 Frontier Days Special Event March 23, 2010 Page 2 formal bidding purchase procedures per LEMC Section 3.08.070F and award the bid to the lowest informal bidder. LEMC Sec. 3.08.070F Exception to Bid Procedures: When in the best interest of the City, the City Council may authorize the City Manager or Purchasing Officer to bypass the bid process required under this chapter for purchases greater than $15,000. Fiscal Impact Approval of this item will result in an expenditure of $17,423.93. The City Council recently approved the mid-year budget, which included an increase of $30,000 in the Lake Department's budget to complete the repairs to the pontoon-barge. Recommendation Approve the exception to bid procedures to bypass the formal bid process and award the purchase to the lowest informal bidder, Boatswain's Locker, in the amount of $17,423.93. The barge currently has two 3.0 liter displacement engines that were installed in 2001. Each 3.01, engine puts out 125hp. I am proposing to convert the barge to a single engine, 8.01- CID, 496hp, fuel injected and power steering. One of the main problems with the 3.OL engines is the lack of torque. The barge originally was intended as a house boat and not equipped as a working barge. The new engine and out drive will give the barge the proper power output and save on future repairs.
