BRADY, CITY MANAGER DATE: NOVEMBER 23, 2010 SUBJECT: WINTERFEST CELEBRATION AND STREET CLOSURES Background The City of Lake Elsinore will be sponsoring the annual Winterfest and Tree Lighting Event on Friday, December 3, 2010, from 5:00 p.m. to 9:00 p.m. The Winterfest Event will feature a variety of craft vendors, free activity booths, entertainment stage, snow play areas, family amusements and visiting with Santa Claus. Many local downtown merchants intend to stay open late for this celebration, as we kick off the holiday season with the lighting of our holiday tree and arrival of Santa. City Officials will participate in the Tree Lighting Ceremony and a number of volunteers will be utilized to bring this holiday event to the community. Discussion The Sheriffs Department, the Public Works Department, and the Parks and Recreation Department will coordinate resources to ensure the Winterfest celebration is a memorable experience. In order to ensure the safety of the participants, Staff is recommending the following street closures: • Main Street from Library Avenue to Heald Avenue • Graham Avenue from Main Street to Spring Street • Sulphur Street from Main Street to Spring Street • Limited Avenue from Main Street to Spring Street Closures will take place on Friday, December 3, 2010 from 1:00 p.m. to 11:00 p.m. to accommodate setup and breakdown of equipment, stages and materials utilized for the event. Staff also intends to close the parking lot across from City Hall to accommodate the Santa's visiting area. A detour route will be provided around the event. AGENDA ITEM NO. 6 Page 1 of 3 Winterfest Page 2 of 2 November 23, 2010 In early October, City Staff distributed flyers and invited all business and property owners on Main Street to attend a meeting to discuss the City's plans for the Winterfest Event. Attendees were supportive of the City's plan for Winterfest and the street closures. To date, Staff has not received any objections to the proposed street closures. A special banner, as pictured below (3'x 5' size), will be placed in front of the Main Street closure at Heald Avenue to inform the public that the restaurants and shops are open during the event. RESTAURANTS & SHOPS OPEN DURING EVENT Fiscal Impact The net cost of sponsoring this community event is approximately $15,400. Each year the City receives donations from a number of organizations to partially offset the expense, such as the Historical Society, EVAN and Cops for Kids. This year's donations are estimated at $2,000. The City also receives vendor fees, which are estimated in the amount of $1,700. Funding for this event was budgeted in the Parks & Recreation Department's budget for the current fiscal year. Recommendation Approve temporary street closures for the Winterfest Event on December 3`d from 1:00 P.M. to 11:00 p.m. for Main Street, Graham Avenue, Sulphur Street and Limited Avenue.
