SUBJECT: EXTENSION OF TERM FOR INTERIM CITY CLERK'S PERSONAL
SERVICES CONTRACT
BACKGROUND
On February 9, 2010, the City Council confirmed that Carol Cowley would serve as Interim
City Clerk pursuant to a Personal Services Contract. The existing contract provides Ms.
Cowley will carry out her duties and be available at City Hall on Mondays, Tuesdays and
Thursdays along with attendance at all City Council/Redevelopment Agency regular and
special meetings. Her hourly rate is set at $75.00. The term of the Personal Services
Contract is set to expire on March 15, 2010.
DISCUSSION
The City Council is currently evaluating the needs of the City Clerk's office. Ms. Cowley
has indicated a willingness to continue serving as Interim City Clerk to allow the City
Council sufficient time to complete its assessment. Accordingly, staff is requesting that the
City Council consider extending Ms. Cowley's contract by 60 days to May 15, 2010.
FISCAL IMPACT
None expected. The estimated cost for the extension period is approximately $8,500 but
will be covered under the existing budget for salary allocated to the City Clerk.

That the City Council authorize an amendment to the Personal Services Contract with Ms.
Cowley extending the term of the contract to May 15, 2010 in such form as may be
approved by the City Attorney.
