SUBJECT: USE OF PROPOSITION 1B FOR PAVEMENT REHABILITATION OF
CITY STREETS
Background
The 2009 Proposition 1 B State Budget Act appropriates a total of $700 Million, including
$258,205,000 for cities and $441,795,000 for counties for use in roadway projects.
State finance staff has notified the City of Lake Elsinore that our current year
apportionment is $708,143.33. The City of Lake Elsinore has three years to expend
these funds, requiring all funds be spent by June 30, 2013. To receive our share of the
funds, City Council must approve a plan for the use of our Proposition 1 B allocation.
Discussion
In accordance with Proposition 1 B guidelines, staff is proposing to identify the pavement
repair and rehabilitation of two roadways in need of repair: Sumner Avenue from Main
Street to Chaney Street, and Heald Avenue from Main Street to Chaney Street.
Preliminary cost estimates for this reconstruction work is approximately $705,000.
Staff is proposing to use existing Proposition 42 (gas tax revenue) funds, for the design
of this project.
Fiscal Impact
Design of the reconstruction of the purposed roadways is estimated to be $20,000.
Staff is proposing to use Proposition 42 monies to finance the design. Sufficient funds
exist in the Proposition 42 fund.

Recommendations
1. Approve the use of Proposition 1 B funds for the pavement repair of Sumner Avenue
from Main Street to Chaney Street, and Heald Avenue from Main Street to Chaney
Street.
2. Approve the use of Proposition 42 funds for the design of the reconstruction of
Sumner and Heald.
