SUBJECT: A RESOLUTION OF THE CITY OF LAKE ELSINORE
SUPPORTING AN ADJUSTMENT TO THE HUB ZONE
BOUNDARY
Backaround
The HUB Zone Empowerment Contracting program provides federal contracting
opportunities for qualified small businesses. The program encourages economic
development in historically underutilized business zones - "HUB Zones" - through
the establishment of preferences which provides access to more Federal
contracting opportunities. The primary goal of the program is to create incentives
for the federal government to do contracting with businesses that operate and
create jobs in communities with statistically proven economic needs. The HUB
Zone boundary corresponds to U.S. Census Tract boundaries.
Discussion
The current HUB Zone Boundary extends along Corydon Street to include most
of the industrial uses along the northwest side of the street. However, the current
HUB Zone boundary stops short and does not include several remaining
industrial parcels along Corydon Street. These remaining parcels are developed
or could be developed with industrial uses that would benefit from the HUB Zone
designation. Moving the existing HUB Zone and census tract boundary
approximately 600 feet toward Palomar Street along Corydon Street would
include the remaining industrial parcels in the HUB Zone.

Recommendation
It is recommended that the City Council adopt the attached resolution supporting
an adjustment to the HUB Zone boundary.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, SUPPORTING AN
ADJUSTMENT TO THE HUB ZONE BOUNDARY
WHEREAS, the HUB Zone Empowerment Contracting program was
enacted into law as part of the Small Business Reauthorization Act of 1997; and
WHEREAS, the U.S. Small Business Administration regulates and
implements the program; and
WHEREAS, the HUB Zone Empowerment Contracting Program provides
federal contracting opportunities for qualified small businesses located in distressed
areas; and
WHEREAS, fostering the growth of these federal contractors as viable
businesses, for the long term, helps to empower communities, create jobs and attract
private investment;
NOW, THEREFORE, the City Council of the City of Lake Elsinore,
California, does hereby resolve as follows:
The boundary of the existing HUB Zone should be adjusted approximately
600 feet toward Palomar Street along Corydon Street to include seven industrial parcels
on and adjacent to Corydon Street.
